Research On Forest Carbon Sink Supporting Policy System In China Based On Performance Evaluation

Forest carbon sink is an important way to deal with the current global climate change problem.China has taken it as an important measure to develop low-carbon economy.Forest carbon sinks in order to better development,our country to develop a series of support policies,but in the economic,social,environmental,legal and other multiple pressure,our country is still faced with lack of financial support and social benefits is not obvious,industrial gases,high serious damages to forest resources,imperfect laws and regulations,and many other problems.Therefore,it is of great practical significance to weigh various stakeholders in the development of forest carbon sink,formulate scientific and reasonable supporting policies,and promote the sustainable development of forest carbon sink in China.Starting from relevant concepts and theories,this study deepe ns the understanding and understanding of forest carbon sink and performance evaluation of supporting policies by summarizing concepts such as forest carbon sink,supporting policies of carbon sink and performance evaluation.Under the guidance of sustaina ble development theory,externality theory,equity and efficiency theory,triple bottom line theory,public policy theory and other relevant theories,it provides theoretical reference for the smooth development of this study.Based on the analysis of the current situation of China's forest carbon sink support policy,this paper expounds the content and root of the existing problems in forest carbon sink support policy from the perspective of problem awareness,and interprets the basic trend of forest carbo n sink support policy.Through the analysis of the current situation and problems of forest carbon sink support policies,the overall process analysis and specific process interpretation of forest carbon sink support policies are further enriched.Based on the experience and inspiration of foreign forest carbon sink support policies,it is concluded that although there are many differences in forest carbon sink support policies of different countries,there are still strong similarities in the structure of their support policies.By summarizing,this study classified foreign forest carbon sink support policies into three categories: economic support policies,social support policies and environmental support policies.On the basis of the above analysis,the experience and enlightenment of other countries on supporting policies of China's forest carbon sink are summarized.Through the establishment of the forest carbon sink support policy performance evaluation system suitable for China's national conditions,it is intended to face the development reality and future trend of China's forest carbon sink,and establish a more comprehensive,detailed,practical and effective analysis and demonstration related to the forest carbon sink support policy.By means of comprehensive performance evaluation analysis,factor analysis of grey correlation model,regional clustering analysis,DID model and other methods,the first attempt is made in the field of forest carbon sink support policy evaluation in China,which provid es a reference method for the quantitative evaluation of policy performance of forest carbon sink support policy in China.Through to our country forest carbon sinks support policy implementation performance empirical analysis,from the economic,social and environment of the three different levels of forest carbon sinks in China support the implementation of the policy effect,and to evaluate the development potential,to support the key points of policy needs to be improved in different level,from the multi-level and multi-angle analysis our country the influence of forest carbon sinks support policy implementation effect of various factors,think forest carbon sinks to support the operation of the policy system as an open system,will be affected by a va riety of external environmental factors,therefore under the different factors interaction and coordination,In order to continuously promote the development and improvement of forest carbon sink support policy system,according to the development characteristics of different regions,put forward the optimization direction of support policy,and then provide evidence for the construction of China's forest carbon sink support policy system.In order to give full play to the role of forest carbon sink support policy system,it is necessary to optimize the safeguard measures of China's forest carbon sink support policies from the aspects of economic support policies,social support policies,environmental support policies and legal support policies.By sorting out the safeguard measures of China's forest carbon sink support policies,this paper gives Suggestions and measures from the perspectives of economic support policies,social support policies,environmental support policies and legal support policies.This series of measures provides a reference for promoting the systematic construction of China's forest carbon sink support policies and the implementation of relevant safeguards.For the overall study of China's forest carbon sink support policies,the rele vant analysis in this paper can also provide a more beneficial reference.
