Benefit is the ultimate goal of transport activities.Optimizing resource allocation and improving resource efficiency are effectivemeans,which could achieve transportbenefit.Energy Industry Chain Transportation System("EICTS")is the special infrastructure to service Energy Industry Chain("EIC"),it will create economic growth and industrial upgrading through optimizing transport resources and improving transport efficiency.The structural relationship between EICTS and EIC determines the benefit correlation.The paper follows the logicidea about making theoretical research as the basis,framework research as the guide,technical research as the core,empirical research as the application,then takes EICTS as the research object,takes the benefit as the research entry point to research on the ways for improving transport benefit and realizing sustainable development of EICTS.In theoretical research,the paper studies the form of EIC and transportation system characteristics,expounds the coupling mechanism and the benefit-related mechanism between EICTS and EIC.On the bases of these,it summes up the EICTS benefit as a systemic problem,which is based on transportation demand,centered on transportation,and affected by inventory and other industrial chain links.In framework research,paper designs the theoretical and technical framework to improve EICTS benefit.The theoretical framework analyses the relationship between EIC cost and value.The technical framework constructs optimizing idea aboutinput to output from the dimension of EIC structure.Then it uses the prediction module and control module as input,dispatching optimization module and inventory control module as optimization ways to obtain feasible transportation plan and inventory plan.The technical research includes four aspects:forecasting technology,control technology,scheduling technology and inventory technology.In tern of forecasting technology module,the paper takes the production-oriented logistics park as an example to analyze the characteristics of traffic volume.Then it applies the spatial interaction model of geo-economy to study the forecasting method for traffic volume with agglomeration characteristics,and explores the mapping method of transforming two-dimensional in-plane discrete resources into one-dimensional continuous integration on the line;In tern of control technology module,the paper establishes the non-cooperative and cooperative game models based on resource allocation from treating the market opening as the commodity trading and profit gaining process,and builds up an market opening model based on the energy price and supply from benefit maximization of EIC;In term of scheduling optimization module,the paper takes the profit of EIC as the management target reflecting the management result,the traffic volume of EIC as the transportation target reflecting the transportation capacity,the transportation time as the efficiency target reflecting the transportation efficiency,takes the transportation process,transportation route,transportation cycle,loading capacity,supply-demand relationship,and transportation loss of EIC as the constraints to establish a multi-objective scheduling optimization model.Then it studies the conflict resolution method against different constraints,and solves the modelby branch and bound method;In term of inventory control module,the paper establishes a overall inventory control model of EIC based on optimal inventory cost,then studies a transportation-inventory coordination model based on transportation and inventory cost.In order to balance the cost and service,the paper introduces safety stock theory into the EIC to study the inventory safety factor of transfer side.Based on above research,the paper applies the relativetechnologiesto ShenHua Group coal industry chain.The results show that the forecasting technology can better reflect the characteristics of system agglomeration than the conventional methods.Open the transport market will gain more benefits,cooperation will produce the maximum benefits.Demand is the most important factor to affect the price and EIC benefit,a moderate shortage of supply can maximize the EIC benefit.The scheduling optimization model can adapt well to multi-objective scheduling.The increasing safety factor of transfer side will increase its inventory and cost,but optimize the EIC inventory cost.Thus it must set up the cost sharing mechanism between transfer side and sales side to achieve the EIC optimization.To summarize,the framework and the technologies optimizes the transportation resources allocation,assists the production operations,improves the overall efficiency of ShenHua coal industry chain.Moreover,it has important reference value for other energy enterprises to optimize their EIC.
