Study On Ecological Poverty Alleviation Capacities Of Ethnic Regional Local Governments

Since the mid-eighties of the twentieth century,China has a large-scale poverty alleviation and development,so that 700 million people out of poverty,the poor majority of them are from rural areas,so that has made amazing achievements in the world.However,our tackling poverty situation is still grim,poverty-stricken population size is still large,and most of the rest of the poor distribution in old revolutionary base areas,ethnic minority areas,inter-province areas and contiguous destitute areas,mainly focus on deep poverty,a fragile ecological environment,poverty reduction is difficult,high cost of poverty.Poverty alleviation and development in plight.Poverty alleviation in our nation also have many ecological problems,seriously affecting the lives of the people's health and even life-threatening sustainable development of the ethnic region As the world's second largest economy,both in terms of participation in the global poverty reduction or domestic ecological ecology poverty reduction,we are still faced with various difficulties and deficiencies.For example,in the concept of ecology and ecological poverty alleviation poverty alleviation poverty reduction capacity in some countries internationally,because of its poor domestic ecological problems arise early,ecological poverty reduction capacity of local governments to play also carried a longer period of time,Therefore,ecological awareness of poverty reduction has been the enlightenment in the early stage.Today,mankind is facing a variety of ecological and environmental problems of the great threat.In the course of economic development,China is also facing the challenge of severe ecological and environme ntal problems.The solution to theproblem of ecological poverty needs to advance the process of ecological poverty alleviation and improve the ecological poverty reduction ability of local governments.Therefore,the author believes that the poverty problem in Wulingshan Area can not be studied from the perspective of a single discipline.It is necessary to study it from the perspective of ecological poverty alleviation,integration of ethnology,economics,ecology,management and philosophy,and put forward countermeasures to solve the problem of ecological environment governance.Wuling Mountain set ethnic minority areas,old revolutionary base areas,poverty-stricken areas in one,across the border areas of four provinces(municipalities).The country started in 2011,regional development and poverty alleviation pilot,as the country's 14 contiguous destitute areas in the first test sample and the benchmark of choice Wuling Mountain Area.President Xi Jinping on "the full realization of a well-off minority one less,one can not be left behind," the important instructions,also pointed out the direction for our nation to do the work,so that we enhance the confidence.In addition,the Prisident Xi precise concept of poverty proposed,on China's national conditions,the more practical level in line with the need to make our national regional local government capacity building ecological poverty reduction goals has enabled more accurate light,it contains rich ecological poverty reduction connotations.Accordingly,on the basis of theoretical research on the overall Wuling Mountain Area to make a comprehensive study,from surface to the point,Wuling Mountain Area S County case,the use of classical ethnology Fieldwork Methods S County Minority Areas ecological Poverty Reduction and limitation of ability of local governments made investigation and analysis,and make recommendations to the Wuling mountain area in ethnic areas and other poor areas contiguous focus of poverty reduction capacity building of local government to provide some ecological benefits.For the poverty-stricken areas in China today,the ecological poverty alleviation of local governments in China's ethnic areas has a long way to go,in general,both in the development of protection,but also in the protection of development.Therefore,whether the poverty-stricken people in poverty-stricken areas in the whole countrycan realize the poverty alleviation in 2020 and improve the ecological poverty alleviation ability of the local governments in minority areas is also a key link for accurate poverty alleviation and poverty alleviation as a powerful supplement.
