Since the reform and opening up,China's economy has achieved and maintained rapid growth.But at the same time,the problem of environmental pollution in China has become increasingly prominent.In recent years,urban air quality in China has drawn great attention for the whole society.The large-scale and sustained severe haze weather has seriously affected the normal economic and social order,endangered public health and safety.The concerning from domestic and foreign people is quite strong.Under such circumstances,the central and local governments have issued a large number of air pollution control policies.The final effect of these policies not only affects the air quality of provinces,cities and regions in China,but also affects the local economic development and social stability.Therefore,this paper hopes to study the evaluation system of air pollution prevention and control policies of local governments in order to provide reference for the promotion of air pollution protection in China.Firstly,this paper analyses the internal logic and the overall framework of the evaluation of public policy from the theoretical and practical levels.By studying a large number of research works at home and abroad,this paper takes “facts” and “values” as evaluation criteria.A standard for public policy evaluation has been summarized taking the policy target as the connection point and combining the “facts” with “values”.Their evaluation and analysis paths are discussed respectively in details.Finally,it determines a framework of public policy evaluation has been established to combine the “facts” and “values”.Using the study above as theoritical framework,an evaluation of the air pollution control policies of provincial governments in China has been reliminary completed.Although the work of air environmental protection is imminent,neither the central government nor the local government will engage in environmental protection work at the expense of local economic development.It makes the government departments have to balance the two when formulating policies.Under the dual objectives of economic development and environmental protection,how to evaluate the local government's air pollution control policy has become the main research objective of this paper.Aiming this problem,this paper proposes an environmental-economic performance evaluation model based on air exhaust emissions with data envelopment analysis(DEA).Finally,a policy performance evaluation method which can take into account both environmental efficiency and economic efficiency of local governments has been obtained.At the same time,this evaluation method can suggest different weights to environmental efficiency and economic efficiency according to the policy preferences of local governments over a period of time,which makes the evaluation scope more flexible.However,China has a vast territory,and there are huge differences in economic development among regions.In order to eliminate the influence of environmental factors on the effect of air pollution control policies,and to evaluate the policy effect fairly in different regions,this paper uses stochastic frontier method to separate pure management efficiency from environmental factors and statistical noise.However,how to scientifically determine the environmental factors that can affect the policy effect has become another research objective of this paper.Therefore,from the perspective of policy network theory,this paper summarizes the factors influencing the policy results by exploring the evolution characteristics of China's air pollution control policies and analyzing the policy network structure formed by them.After quantifying these factors into specific environmental variables,the input variables of DEA estimation in the previous stage are adjusted by stochastic frontier analysis method.After adjustment,repeated environmental-economic assessment will ultimately lead to pure management efficiency.The results show that the evaluation method proposed in this paper can not only estimate the policy performance of each region more accurately and make clear the performance ranking of a region in the whole country,but also help to carry out a dynamic analysis of a region for a period of time,so as to provide a reference for the policy optimization of local governments.In order to further explore the heterogeneity of policy efficiency of air pollution prevention and control in various regions,this paper improves the Malmquist index model on the basis of the environmental-economic DEA model.Then,the heterogeneity of the efficiency of provincial air pollution control policies in China is analyzed dynamically,and the change indexes of Malmquist index,technical progress index and technical efficiency index of provincial air pollution control policies are calculated.On this basis,regional Malmquist index and other indicators are compared and analyzed.Study found that the eastern city of "frontier mobile effect" the progress of technology has brought about changes in the overall efficiency has played a significant positive role in promoting,the western region of the city of technical efficiency is declining,that is to say,in the western region policy for the control of air pollution of technical efficiency factor on the overall efficiency of policy changes of the positive role in promoting.
