Industry is an important part of the national economy and promotes the rapid development of China's economy.At the same time,the heavy consumption of energy and the emission of pollutants by industrial enterprises have caused great burden on the environment.Xi jinping's new era of Chinese ch aracteristics socialism suggests that China's economy should turn to high-quality development,and the green development of industry has become an irresistible trend.Therefore,environmental innovation aiming at economic and social sustainable development has become an inevitable choice for industrial enterprises to gain market position and win competitive advantage.Scholars have studied the connotation and influence factors of environmental innovation from different perspectives.With the increase of enterprises' investment in environmental innovation,many scholars began to pay attention to the environmental innovation efficiency of industrial enterprises.However,the existing researches focus on the regional perspective,and less research on the internal environmental innovation efficiency of industrial sectors.Therefore,based on the analysis of relevant theories and literatures,this paper considers the technical heterogeneity of different industries from the perspective of industry,and studies the environmental innovation efficiency of Chinese industrial sectors with the meta-frontier data envelopment analysis method.It helps to understand the current situation of environmental innovation effi ciency of industrial sectors and provides specific suggestions for improving efficiency.Firstly,according to the heterogeneity of industry technology,appropriate indexes are adopted to group industry.Secondly,the entropy method is used to construct the comprehensive index of environmental pollution,and th e evaluation index of environmental innovation efficiency is selected to construct the efficiency evaluation model.Thirdly,based on the established model,the environmental innovation efficiency of China's industrial sectors from 2008 to 2014 is measured and analyzed.Finally,using the ratio of common technology,this paper decomposes the inefficiency of environmental innovation from the external technology and internal management.The results are as follows.(1)The environmental innovation efficiency of China's industrial sectors rises,but it is less effective in the industry,and there is still room for improvement in the overall environmental innovation efficiency.(2)The environmental innovation efficiency of China's industrial sectors is different from industry resource endowment.In the group of high reach and development strength,the industry has invested more resources in technological innovation,and its environmental innovation efficiency is the best,but individual industries,such as pharmaceutical manufacturing,are significantly lower than the average level of the group.The investment of industry environment innovation resources in high energy intensity group is not the lowest,but its environmental innovation efficiency is the lowest,and the high energy consumption and pollutant discharge are the main reasons.(3)The technical level of environmental innovation is rising and the technical level of different industrial sectors is different,but the technology distance is shrinking and industry development tends to be balanced.The environmental innovation technology level of high reach and development strength group is closer to the potential optimal level,while that of high energy intensity group industry is the lowest,but the growth of its technical level is the largest.(4)The difference of efficiency loss in different industries is obvious.As a whole,the efficiency loss of high energy intensity group is the most serious,mainly caused by technical gap,and the efficiency loss of the middle energy intensity group industry is mainly caused by internal management.The efficiency loss of high reach and development strength group is less,and the technical reason and internal management have a considerable proportion.
