| Under the background of the country’s vigorous innovation-driven strategy implementation,science and technology innovation in coal resource regions has been plagued by the long-standing dilemma that we describe as “Repeated innovations always fail,drive long time invalid”,and the lock-in effect of science and technology innovation has been highlighted,which has severely restricted the transformation and development of coal resource regions.However,the research on the lock-in effect of science and technology innovation still remains on the exploration of the universal rule and fails to combine the characteristic facts of the lock-in effect of science and technology innovation in coal resource regions to do deep analysis on its formation mechanism,at the same time,it has not proposed a more targeted countermeasures.Therefore,the lock-in effect of science and technology innovation in coal resource regions is a scientific problem that has practical needs and urgently needs to be solved.The research in this paper has important theoretical and practical value.This paper mainly studies the formation mechanism,locking degree measurement,influencing factors analysis and crack path of the lock-in effect of science and technology innovation in coal resource regions.Firstly,based on the related concepts and inductive analysis of the lock-in effect of science and technology innovation,combined with the characteristic facts of the lock-in effect of science and technology innovation in coal resource regions,this paper analyzes the formation mechanism of the lock-in effect of science and technology innovation in coal resource regions;Secondly,based on the DEA method,we constructs the calculation index of the lockin effect of science and technology innovation in coal resource regions,and measures the locking effect of science and technology innovation in typical coal resource regions and other non-coal resource regions in China.On this basis,we also use panel regression analysis methods to analyze the factors influencing the lock-in effect of science and technology innovation in coal resource regions and other non-coal resource regions,and to distinguish the differences of effect factors in the two regions.Finally,based on the above theoretical analysis and empirical analysis results,this paper proposes the crack path creation solution to the lock-in effect of science and technology innovation in coal resource-based regions.The research results of this paper show that the lock-in effect of science and technology innovation is an objective reality,it is a chain lock-in effect caused by the technology lock-in that can gradually spread to knowledge innovation systems,it has five major characteristics: slow update of knowledge system,difficulty in introducing new technology,inactiveness of technology market,small scale of scientific and technological cooperation,and low innovation performance.The lock-in on technical standards has greatly promoted the formation of the lock-in effect of science and technology innovation.The lock-in effect of science and technology innovation in coal resource regions is uniquely characterized by the existence of four characteristic features of coal resources,including the passivation of impetus for science and technology innovation,the closure of open innovation systems,the proportional imbalance of industrial structure,and the weak support for innovation environment.The degree of the lock-in effect of science and technology innovation in coal resource regions is much greater than that in non-coal resource regions.In research and development stage,the cross-regional scientific and technological synergy innovation is a key factor in reducing the lock-in effect in coal resource regions.In the stage of scientific and technological achievements transformation,the degree of trade openness is an important factor in reducing the lock-in effect of coal resource regions.So coal resources regions should use cross-regional scientific and technological synergy innovation as a key factor to create pathways and achieve significant breakthroughs in cracking the lock-in.The innovation of this article is reflected in four aspects:(1)Defining the connotation and extension of the lock-in effect of science and technology innovationThis article takes the classical theory of the coupling relationship between the technology innovation system and the knowledge innovation system as a clue,and finds that there is another path of “enterprise technology lock-in—industry lock-in— technology innovation system lock-in—knowledge innovation system lock-in” in the transmission process of technology lock-in effect,this path is still within the sciencetechnology framework.We analyzed that the technical standard lock-in is the main cause of the formation of this path,and all the effect factors of lock-in such as technology,knowledge,and standards have been incorporated into the sciencetechnology framework.On this basis,this paper analyzes a series of lock-in effects within the science-technology framework triggered by the spread of technology lockin along this path,and proposes the concept of science and technology innovation lockin.(2)Analyzed of the sources of external forces and the ways of influence of the classic theory of cracking the lock-inThis paper is based on the Chinese characteristics of regional economic administrative drive and proposes that the external forces mentioned in Unruh’s cracking theory should come from various innovative elements outside the provincial administrative regions.On this basis,this paper further clarifies the use of scientific and technological synergy innovation influence to crack the lock-in effect.On the one hand,it provides a theoretical basis for the idea of cracking the lock-in effect through the cross-regional scientific and technological synergy innovation;on the other hand,it also provides clear guidance on how to introduce genuine external high-quality scientific and technological resources and more effectively crack the lock-in effect.(3)Analyzed the mechanism that results in the formation of the lock-in effect of science and technology innovation in coal resource regionsBased on the specific properties of coal resource production,this paper finds that the highly rigid coal safety production standard imposes a standard lock-in mechanism,the ultra-long-term stability of coal front-end production technology imposes a low-end lock-in mechanism,and the continuous expansion of the coal industry chain imposes non-coal technology lock-in mechanism.The multi-complexity mechanism results in the lock-in effect of science and technology innovation in coal resource regions is more serious than non-coal general resource regions.(4)Established the measure indicators of the lock-in effect of science and technology innovation in coal resource regionsBased on the formation mechanism of lock-in effect of science and technology innovation in coal resource regions,we compare the redundancy and actual inputs of science and technology innovations in coal resource regions,and establish the measure indicators of the lock-in effect of science and technology innovation in coal resource regions at the research and development stage and the scientific and technological achievements transformation stage.This establishes the foundation for the measurement and the analysis of the reasons of the lock-in effect of science and technology innovation in coal resource regions. |
