Meta-analysis and global optimization are the main directions and difficulties of supply chain management in future research. Supply chain coordination among the various member companies and overall operation can overcome these two problems, but with the intensification of global environmental deterioration and the increase in greenhouse gas emissions, the direction of research on supply chain management is moving towards low-carbon direction. In order to achieve low-carbon supply chain management and systematic, control of carbon emissions effectively, low-carbon model PIDRP will be more in line with the objectives of current research and actual conditions.The traditional supply chain studies neglected the in-depth study of low-carbon, and there was no detail on the effective control of carbon emissions, they only wanted to control the supply chain system cost. In this paper, based on low carbon supply chain assessment, analysis the activities of PIDRP deeply, and the focus is to join low-carbon factors.Finally this theoretical model were applied into the petrochemical industry to solve environmental problems.Specifically, this paper studies from the following aspects:(1) Applied data envelopment analysis with virtual decision-making unit to evaluate low-carbon supply chain. Data envelopment analysis techniques will be applied to low-carbon supply chain assessment, and put the final effectiveness evaluation value into follow-up model as the basis and conditions.(2) The construction of low-carbon PIDRP model. Based on the evaluation of low-carbon supply chain using data envelopment analysis, established one bi-objective model that had the smallest carbon emissions and the least total system cost, at last designed the heuristic algorithm to find Pareto optimal solution for the model.(3) Numerical example in the Northeast Sales Company of an petrol group. Put the theoretical model into practice, and obtained satisfactory solution to solve the problem. Provided theoretical support for the actual decision, and tested the model’s superiority and effectiveness.In this paper, the research on low carbon PIDRP was a useful complement to existing literature, and enriched the theory of low-carbon supply chain significantly; Meanwhile, the model was more in line with the integrated idea practice of supply chain management, and it will be a strong reference for management decisions.
