The steel industry is the basic supporting industry of the national economy.Chinese steel industry and the manufacturing industry have proposed the strategic development goals of the “13th Five-Year Plan” and “Made in China 2025” under the background of new normal economic development.Chinese steel industry development model shifts to innovation-driven industrial upgrading which invested by the traditional main factors before.Technological innovation and institutional innovation are two important forces that drive industrial upgrading according to the theory of evolutionary economics and Schumpeter.However,the upgrading level of steel industry is still in its infancy,and co-evolution between technological innovation and institutional innovation are at a low level.At this stage,the urgent task is to explore the co-evolution mechanism between technological innovation and institutional innovation,which realize the effective allocation of steel industry resources and effectively promote the upgrading of the steel industry.Therefore,China's steel industry's important theoretical and practical issue is mastering the co-evolution mechanism of technological innovation and institutional innovation,and exploring the degree of influence of industrial upgrading.This paper evaluates the technological innovation capability,institutional innovation capability and co-evolution of China's steel industry on the basis of theoretical research,and then discusses its impact on the upgrading of the steel industry.Through research,this paper initially draws the following conclusions:The technological innovation capability of China's steel industry has grown oscillatingly.Specifically,the technological innovation input capability showed a significant growth trend from 2001 to 2008,but declined in 2009-2015;the technological innovation output capacity showed an accelerated upward trend.This paper believes that the decline in technological innovation input capacity may have the following three reasons:first,the financial crisis caused losses in the steel industry;second,the steel industry introduce policies and regulations to to eliminate backward production capacity,optimize restructuring,promote energy conservation and emission reduction,reduce environmental pollution,etc.;third,related to the increase in the efficiency of input and output of technological innovation in the steel industry and the time lag of.The institutional innovation capacity of steel industry system has increased.The steel industry institutional innovation takes the enterprise-level institutional innovation as the micro foundation,and the government-level institutional innovation as the support,mutual cooperation and mutual coordination to form the steel industry institutional innovation system.The government-level institutional innovation score began to be higher than the enterprise-level score from 2009.After the economic crisis,China has intensified its steel industry policy,especially in the steel industry to reduce production capacity,environmental protection and energy conservation and emission reduction,and adopted more measures in the protection of intellectual property rights in the steel industry,which has made the steel industry's institutional innovation capability show an increasing trend.China's steel industry upgrading trend is relatively stable,and there is no obvious upward trend.It is worth mentioning that the industry upgrading core index which is value-added evaluation scores basically achieve growth,indicating that China's steel industry is accelerating from the lower position of the industry's internal value chain to the higher.At the same time,it was also noted that other indicators of the industrial upgrading indicator system were unstable.The production efficiency indicators show a trend of decreasing year by year.Product exports were affected by the financial crisis,and there was a cliff-like decline in 2009.In the different stages of the development of the steel industry,the driving force of co-evolution between technological innovation and institutional innovation is different:in the stage of capacity expansion,the main driving force of co-evolution comes from technological innovation;in the stage of structural adjustment,the main driving force of co-evolution comes from institutional innovation;in the intelligent manufacturing stage,the main driving force of co-evolution still comes from institutional innovation.Through the calculation of the composite system synergy model,it is found that the co-evolution between technological innovation and institutional innovation is obviously unstable and the shock.Through BP neural network model simulation training,this paper observes the impact of technological innovation,institutional innovation,and their co-evolution on industrial upgrading: the co-evolution of technological innovation and institutionalinnovation has the highest impact on industrial upgrading,and the degree of synergy between technological and institutional innovation affects labor The impact of productivity growth and reduction of environmental pollution indicators is most obvious.Therefore,the improvement of the degree of synergy between technological innovation and institutional innovation of the steel industry can not only accelerate the development process of technological innovation and institutional innovation of the steel industry more effectively,but also form an acceleration effect and achieve synergy in the fierce market competition.This article attempts to expand and innovate in the following aspects:First,constructing a theoretical analysis framework.Second,constructing a BP neural network model,using dynamic data to evaluate and measure the upgrading of the steel industry;Third,based on empirical analysis,finding that co-evolution has affected upgrading has a strong driving role and has certain reference value for the practice of the steel industry.
