In the new era,accelerating the transformation of economic development model and industrial structure transformation and upgrading,we must closely focus on innovation-driven development strategy,rely on technological innovation to cultivate new momentum of economic development.At this stage,the problem of environmental pollution appears frequently,and there is a certain connection between environmental regulation and technological innovation,or mutual promotion,or mutual restraint.So,if we want to speed up the pace of upgrading industrial structure,we must balance the relationship between technological innovation and environmental regulation,find a balance point and entry point.Therefore,exploring the impact of combining environmental regulation with technological innovation on industrial upgrading,has certain theoretical value and practical guiding significance in accelerating the transformation and upgrading of industrial structure and realizing the coordinated development of technological innovation and ecological environment.In order to better achieve the coordinated development of environmental regulation and technological innovation,the transformation and upgrading of industrial structure will be promoted to a greater extent.This paper is supported by theories of environmental regulation,technological innovation,industrial structure upgrade,synergetics by using the method of combining the normative analysis and empirical analysis.The paper takes panel data of 30 provinces and cities as samples,and respectively constructs the mediation effect model and the panel threshold model to empirically examine the mechanism and effect of environmental regulation and technological innovation synergy on industrial structure upgrading.The empirical results show that environmental regulation and technological innovation have a direct impact on industrial upgrading,and also have an indirect effect on industrial structure upgrading through intermediary variables such as social demand and foreign trade.At the same time,there is a nonlinear effect between the coupling of environmental regulation and technological innovation and the upgrading of industrial structure,and this nonlinear effect is the double threshold effect based on the threshold of technological innovation.That is,only after the technological innovation has crossed a certain threshold,the positive driving effect of environmental regulation and technological innovation on industrial upgrading can be realized.In addition,compared with a single environmental regulation,the combination of environmental regulation and technological innovation makes it more effective to promote the positive effects of industrial upgrading.In order to speed up the pace of upgrading the industrial structure,it is urgent to clarify the relationship between environmental regulation and technological innovation.Before technological innovation has not crossed a certain threshold,that is,environmental regulation and technological innovation are not conducive to the transformation and upgrading of industrial structure,it is urgent to strengthen the degree of environmental regulation and technological innovation,so that they can realize mutual integration and common development faster.When environmental regulation and technological innovation jointly promote the upgrading of industrial structure,it is necessary to optimize the collaborative development environment and narrow the regional synergy development gap so as to maximize the synergistic effect,and to promote the transformation and upgrading of industrial structure to the maximum extent.On the basis of previous research,this paper innovates in the research scope and research methods.First,in terms of research scope,this paper attempts to combine environmental regulation,technological innovation and industrial upgrading,introduce the interaction between environmental regulation and technological innovation to explore the impact of environmental regulation and technological innovation on the transformation and upgrading of industrial structure.Secondly,in the research method,through the construction of the mediation effect model and the panel threshold model,examine the mechanism of the interaction between environmental regulation and technological innovation on industrial upgrading,and the non-linear impact of environmental regulation and technological innovation synergy on industrial upgrading under the different levels of technological innovation,in order to explore the optimal range of technological innovation level,and promote the coordinated development of technological innovation and environmental regulation,so as to maximize the positive incentive effect of industrial structure upgrading.
