The contradiction between economic growth and environmental protection exists in developing countries.It is one of the effective ways to solve this contradiction to research on the impact of environmental regulation on the promotion of human capital level through the green technology progress under the condition of trade openness.Global climate and environmental issues are becoming increasingly prominent,and environmental protection has gradually become the consensus of most countries.By enhancing the intensity of environmental regulation in developed countries,on the one hand,green technology and green production are developed at home,on the other hand,pollution industries are gradually transferred to foreign countries,so that environmental quality is continuously improved.For developing countries,although the environmental quality is deteriorating with the rapid economic growth,there are still doubts about whether to enhance the intensity of environmental regulation.The main reason lies in the fear that improving environmental regulation may not be conducive to sustainable economic growth.This paper holds that,under the condition of trade openness,the initiative of developing countries to promote environmental regulation may lead a positive result,that is,to achieve green technological progress through the promotion of environmental regulation,which will lead to the upgrading of industrial structure,the upgrading of skills and knowledge requirements of employment posts,and ultimately the improvement of human capital level.The improvement of human capital level can not only promote economic growth,but also further enhance the possibility of green technology progress and environmental regulation promotion,thus forming a benign interaction.This will theoretically provide a basis for solving the contradiction between economic growth and environmental protection in developing countries,provide theoretical references for developing countries to actively improve environmental regulations and implement green development strategies,and further enrich the theory of sustainable development.In order to explore the impact of environmental regulation on human capital throughgreen technology progress,this paper focuses on two issues: first,can environmental regulation promote green technology progress under the condition of trade openness? Second,under the condition of trade openness,can environmental regulation promote the level of human capital through the progress of green technology? Based on this,this paper first reviews the previous classical and frontier literature on trade openness,environmental regulation,green technology progress and human capital,puts forward the research ideas of this paper,then combines the biased technology progress theory proposed by Acemoglu et al.with the quality upgrading theory proposed by Grossman and Helpman,and combines trade openness,environmental regulation,green technology progress and human capital in the same framework to analyze the impact mechanism of environmental regulation and green technology progress on human capital under trade openness,to build a theoretical model of environmental regulation affecting human capital through green technology progress under trade openness,and to put forward theoretical propositions.On this basis,29 provincial regions in China are selected as the research samples to measure the main research variables.Then,the spatial measurement method and generalized moment estimation method are used to conduct empirical research on the above theoretical propositions,and a series of policy recommendations are put forward to improve the level of human capital.The main conclusions of this paper are as follows:(1)Environmental regulation has a U-shaped impact on green technology progress.By calculating the inflection point value,it is found that the current environmental regulation in China is conducive to promoting green technology progress.(2)Trade openness is not conducive to the progress of green technology,but improving environmental regulation weakens this inhibition effect,and the interaction between trade openness and environmental regulation promotes the progress of green technology.(3)Environmental regulation is conducive to the improvement of level of human capital through the progress of green technology.(4)Environmental regulation has a long-term "U" effect on the level of human capital,while the current environmental regulation in China is conducive to the accumulation of human capital.(5)The progress of green technology is conducive to improving the level of human capital.The value of this research includes that:(1)Theoretical correlation and empirical research on the impact of environmental regulation on the promotion of human capital levelthrough the green technology progress under the condition of trade openness fills the gap in this field.Scholars at home and abroad focus on the relationship between trade openness and environmental regulation,trade openness and human capital,environmental regulation and technology progress,but few pay attention to the impact of environmental regulation on human capital under trade openness.This paper studies the impact of environmental regulation on the promotion of human capital level through the green technology progress under the condition of trade openness,which is helpful to solve the contradiction between environmental protection and economic growth in developing countries and realize the coordinated and sustainable development of environment and economy.It has important theoretical value and strong practical significance,and enriches the theory of sustainable development.At the same time,this study explores the reasons for the change of human capital level from the perspective of the backward mechanism of environmental regulation,which is also a supplement to the theory of human capital.(2)In order to establish a theoretical basis for the study of the relationship between environmental regulation and human capital,a theoretical model of the impact of environmental regulation and green technological progress on human capital under the condition of trade openness is constructed.In this paper,trade openness,environmental regulation,green technology progress and human capital are included in the same theoretical analysis framework,and the mechanism analysis of the impact of environmental regulation and green technology progress on human capital under trade openness is conducted.The theoretical model is constructed,and the theoretical basis of research is established,which is helpful for the combination with empirical study.(3)Using the spatial measurement method,this paper empirically tests the impact of environmental regulation and green technology progress on human capital level under the condition of China's trade openness.This paper uses the spatial measurement method,taking29 provincial regions of China as the research samples,to test the impact of environmental regulation and green technology progress on human capital level under trade openness.Finally,based on the research conclusion,it puts forward the policy suggestions to promote the level of human capital,and to implement the green development strategy and achieve the coordinated and sustainable development of environment and economy for China and other developing countries with similar economic and technological level.
