| More than 40 years of reform and opening up,during this period,China’s economy has made great development and progress.While the economy takes off,the serious environmental problems can not be ignored.The increasingly serious ecological problems have seriously affected people’s daily life and health.In view of the rapid economic development and the increasing ecological and environmental problems,the report of the 19 th National Congress of the Communist Party of China emphasizes this point,attaches great importance to the protection of the ecological environment,focuses on solving the prominent problems of environmental pollution,and then develops the productive forces.Green technology innovation is an effective means to solve the contradiction between environmental problems and economic development.The government usually adopts R&D support and environmental regulation to guide enterprises to carry out green innovation.Based on the above background,this paper mainly studies the effect and mechanism of Government R&D subsidies and regulatory policies on Green Innovation.Based on the perspective of spatial region,using the panel data of 30 provinces in China from 2009 to 2018,this paper constructs a spatial econometric model between the three variables of government environmental regulation,R&D subsidies and green innovation,deeply studies the action path of the two policies on green innovation,and analyzes the regulatory effect of government subsidies,Finally,according to the empirical results,more targeted policy recommendations are put forward in order to develop green innovation in China.The main conclusions are as follows:(1)green technology innovation has significant spatial aggregation and spillover(2)There is a nonlinear positive U-shaped relationship between environmental regulation and green innovation,and China’s overall regulatory intensity has not yet reached the inflection point(3)Government subsidies do not change the "U-shaped" relationship between environmental regulation and green innovation,and can not directly have a greater impact on green innovation,mainly by reducing the negative role of regulation,the two play a complementary coupling role,and there is a moderate range(4)Environmental regulation and government subsidies all have inhibitory effect on the green innovation of adjacent regions. |
