"13th Five-Year" period is a decisive period of the construction of a well-off society in China,as well as an attack period of comprehensively deepening reform.Power industry,as a basic industry has close contact with people's livelihood.Power supply and security are related to the overall situation of the national security strategy and social economic development.Planning is the first thing to do for developing power industry.In this context,on November 7,2016,the National Development and Reform Commission,the National Energy Board officially released the "Power development 13th Five-Year plan",covering nuclear power,hydropower,coal,gas,wind power,solar power,transmission and distribution network construction and other aspects,providing a basic follow for power industry development.However,the development of new technologies and new ideas of energy Internet will make power system physical structure,information exchange mode and power market operation mode change,bringing new challenges to traditional power system planning and operation work.In this regard,this paper establishes a set of power system space-time multi-dimensional programming methods as well as market operation mode based on energy Internet,aimed to answer:What is energy Internet?What kinds of impacts and challenges will energy Internet bring to power system planning and operation?How to respond it from different dimensions?What kind of supporting mechanism should be accompanied by it?This paper hopes to provide new ideas,new methods and new tools for future power system related work by answering these questions.The main work of this paper is summarized as follows:Firstly,the evolution process of energy Internet and its influence on power system are put forward.From the background and significance of energy Internet,the definition,characteristics and basic structure of energy Internet are clarified,and the structural elements of physical layer,information layer and market layer in energy Internet are analyzed.Evolution process and market system of energy Internet market is described from micro level to market level and then to multi-market level,focused on the five characteristics,three types of products and three basic trading modes of energy Internet trading.Combined with the bottleneck and shortcomings of traditional power system planning and operation,the influence of energy Internet development on power system planning and market operation are clarified on time dimension,spatial dimension,multi-energy system dimension,market operation and so on.Improvement ideas are put forward,which support theoretical basis for power grid planning and operation mode for energy Internet.Secondly,based on the influence analysis of energy Internet to power system,power system planning method for energy Internet is proposed respectively from time dimension,spatial dimension and multi-energy system dimension.Iin time dimension,combined with multi-stage characteristics,game form and clean and low-carbonization system requirements of energy internet,based on the Stackelberg game theory,the social welfare maximization is the main goal,while the individual profit in the operation phase maximization and total revenue of generators maximization in the planning stage are the auxiliary targets.The generation-grid multi-stage coordinated planning model and the solving algorithm of power system with subject game,low-carbon characteristic and renewable energy power generation are mainly discussed.In the spatial dimension,in view of the existence of master-slave hierarchical relations between SUME planning and system cross-region planning,according to the design principle of bilevel programming model,multi-regional integrated planning model of power system for energy Internet is put forward for the first time:The upper model takes the maximum reliability of the system as the goal,where RMI is the evaluation index,and the lower model is aimed at minimizing the cost of the self-balancing unit.The upper and lower optimizations possess coupling iterative characteristics.In multi-energy system dimension,self-balancing unit with multi-energy is extended from power system to multi-energy integrated system by extending the SUME energy component.Based on the characteristics of different energy subsystems,natural gas network facility planning model,electric vehicle charging facility planning model and power system network source planning model are constructed with the aim of minimizing comprehensive cost.By seeking coupling points among natural gas network,traffic network and power system,for the first time,three system models are integrated to form an integrated energy system planning model for energy Internet,which can be optimized under a unified framework.At the same time,there are feedback mechanisms between the three system models and the total model,which will be reset when the total model scheme cannot meet the subsystem model,and the validity of the model is verified by improved Garver test system.Thirdly,according to the problem that traditional power system planning evaluation system cannot match and apply to the new power system planning method,the comprehensive benefit evaluation method of power system planning for energy Internet is put forward.Combined with the characteristics and requirements of power system planning under energy internet framework,SD chart is sketched by system dynamics Vensim software,which reveals the inherent logic of the comprehensive benefit gains brought by power system planning for energy internet.On the basis of above,a comprehensive evaluation index system for power system planning is established from four index dimensions of clean and low-carbon benefit,planning economic benefit,intelligent and efficient benefit and safe and stable benefit,while mathematical connotation of each index is elaborated.In addition,in order to ensure the objectivity and maneuverability of evaluation,the improved ELECTRE algorithm is used to solve the comprehensive benefit evaluation of power system planning for energy internet to promote the proposed method to be applied to practical work better.Fourthly,in order to ensure that the planning results can be better connected with the market operation in energy internet environment,power market operation mode for energy internet is studied.By summarizing the power market reform measures,depicting power market structure after reforming,power market operating mode for energy internet is designed from the four aspects of market main body,trading model,market structure,market regulation,combined with the basic characteristics of energy internet and trading characteristics.In addition,in order to ensure healthy,orderly and efficient development and operation of the power market,the supervision mode and guarantee measures of power market for energy internet are put forward;meanwhile,basic principles,supervision priorities and safeguard measures of the power market supervision under energy internet background are clarified.
