Study On The Urban Development Boundary And Simulation Of Its Implementation Policies In Economically Developed Area

The purpose of this paper is to carry out the research on the delimitation of urban development boundary(UDB),and to simulate the implemented policy of its.Under the background of promoting the new-type Urbanization,the urban development boundary is a technical measures and spatial policy response that restricts the urban disorderly expansion and inefficient expansion,and guides the orderly development of urban space.It has extremely important theoretical reference and practical application value.From the existing research,the related research on urban development boundary in China is still immature,and there is no conclusion.In view of this,this paper takes the central urban area of Doumen,Zhuhai with the rapid city development as an empirical area.Firstly,the evolution characteristics and driving mechanism of urban spatial expansion are analyzed by using remote sensing interpretation technology,expansive feature index and geo weighted regression model.Secondly,based on the perspective of ecological security bottom line,the urban development rigid boundary is delimited by using GIS spatial analysis and multi factor comprehensive evaluation model.Thirdly,using the logistic regression CA model,the urban development elastic boundary is simulated and predicted.Fourthly,the position matching index model and the quadrant azimuth analysis method are adopted to complete the simulation of implemented policy of urban development boundary.The main conclusions of this study are as follows:(1)The urban spatial expansion of the central urban area of Doumen has experienced three symbolic stages of development,namely,slow expansion,rapider expansion and rapid expansion.In the aspect of spatial heterogeneity,the urban space of the central urban area of Doumen presents a trend of"high?low?relatively high".In the aspect of spatial morphology,the urban space of the central urban area of Doumen has undergone an evolution process that the fractal feature tends to be obvious and the degree of agglomeration continues to decrease.The center of gravity of urban space is obviously shifted,and the overall trend of it is moving south-east.From the perspective of driving factors,urban spatial expansion is a comprehensive result of common effect of multiple factors.The seven driving factors are important variables of urban spatial expansion in study area,including slope,distance from the basic farmland protection area,distance from the reservoir,distance from second grade highway,distance from expressway,distance from town center and household registered population.And each factor shows a more obvious spatial nonstationarity.(2)Urban development rigid boundary of central urban area of Doumen is 79.60 km~2,it accounts for 61.21%of the area of the entire study area.Rigid boundary shows an unbalanced distribution in town,and the rigid boundary of Jingan town,Baijiao town,Qianwu town and Doumen town are 51.26 km2,24.00 km2,3.77 km2and 0.57 km2respectively.The spatial scope of urban land use of the study area in 2014 is basically within the rigid boundary,and is not beyond that.The degree of agreement between the main function zoning and the rigid boundary is high,and the consistency is better in general.(3)Urban development elastic boundary of central urban area of Doumen in 2020 and2026 are 24.51 km2,28.53 km2respectively.They are mainly distributed in Jingan town and Baijiao town,and less distributed in Qianwu town.And the elastic boundary of Jingan town,Baijiao town,Qianwu town in 2020 are 16.18 km2?8.10 km2?0.23km2respectively.The elastic boundary of Jingan town,Baijiao town,Qianwu town in2026 are 18.51 km2?9.75 km2?0.27 km2respectively.According to the results of compact analysis of urban development elastic boundary,the urban space in the central urban area of Doumen will be more and more compact.The elastic boundary in 2020 is basically distributed in the spatial scope of the urban master planning(2020),both of them have a high spatial consistency in urban development.(4)Based on the research perspective of protection of the basic farmland protection area and the Jianfeng mountain land use space,the specific implementation control policies and suggestions for the elastic boundary and rigid boundary have been constructed respectively through evaluating the elastic boundary and rigid boundary of central urban area of Doumen.In the course of implementation of the rigid boundary in the future,the area of Jianfeng mountain is the key land space to strengthen management and control.In order to promote smooth implementation of the rigid boundary,and give consideration to the importance of Jianfeng mountain area,the corresponding implementation policies and suggestions have been put forward.In order to effectively guarantee implementation of the elastic boundary in2026,the encouraging development zones and controlled development zones are the land space area that need to be controlled in the future.Then the corresponding implementation policy system is differently proposed for the encouraging development zones or controlled development zones.
