The current urban development in our country has supplied by low price factors to life quality and service level synchronization,the new plan should be adapted to the new space governance system.The establishment of the national spatial planning system is all special planning constraints and guidance,as an important content of guiding urban development,the delimitation of urban development boundary must be attached great importance to in the formulation of national spatial planning.Rising in recent years as the border of urban development status,the urban development boundaries of drawn work also ushered in the new requirements.However,due to the different development conditions in different regions,the demarcation of urban development boundary has not formed a unified process at present.Provinces and cities at the county level has already been carried out on town development boundary delimitation,but undertake national major development and important strategic tasks of reform and opening to the comprehensive function,state-level new district have no corresponding pilot.The demarcation of urban development boundaries in national new areas is in urgent need of implementation as soon as possible to set up a model of planning and development.This article from the perspective of the baseline control to Jin Pu new district in dalian as the empirical object,based on local resources endowment characteristics,based on the characteristics of local resource endowment,adhere to the strategic bottom line of spatial governance,take urban space,agricultural space and ecological space as the untouchable bottom line of advancing the urbanization process,the border of urban development in urban district designated path for exploration and practice.Firstly,the boundary of future town development in Jinpu New Area is determined from two aspects:natural resources and social and cultural elements.As a state-level new district the special comprehensive function,the border of the urban development should first defined by natural resources constraint,a clear need to prohibit development area,delimit the insurmountable limit range,the second should be based on the social and cultural factors such as traffic location,energy supply analysis Jin Pu suitable scope of construction land,after overlay analysis of the two.The maximum land scale available in Jinpu New District is obtained,that is,the boundary of urban space permitted for urban development and construction in Jinpu New District.Then the SLEUTH urban growth model was constructed to simulate and predict the urban land distribution in 2035 in the study area.Assuming that the area with the expansion probability of more than 10%was taken as the planned expansion unit in 2035,the total land area in the target year was expected to increase to 626.61km2,which was mainly distributed around the existing urban land in the ways of internal filling and marginal growth.According to the simulation results of urban land expansion in the study area in 2035,the future land expansion boundary of Jinpu New Area is extracted,the simulation results are revised in combination with the above,and the urban expansion boundary is reprocessed according to the revised results.The urban development boundary of Jinpu New Area in2035 covers an area of 600km~2.The future spatial growth of Jinpu New Area should mainly fall on the four regions of Puwan New Area,Jinpu Coastal service Development Zone,North Bonded Area and Jinshitan national tourism resort.The demarcation of urban development boundary based on the concept of baseline control avoids the reverse control caused by urban development disorder and has obvious advantages in the protection of baseline elements and resources.
