With the trend of urban economic growth slowing down in China,the growth rate of urban scales is also slowing down in large and megalopolis cities.And the total amount of urban construction land development is limited in China.The urban spatial mode is forced to transform from incremental expansion to inventory optimization.With the current urgent situation,how to scientifically adjust and effectively control the spatial structure and layout of urban construction land is the key to actively respond to the transformation of urban spatial development and implement the strategy of ecological civilization construction.With the background of urban spatial transformation from incremental expansion to inventory optimization,this paper takes Harbin as the research object,discussing the evolution law of urban construction land,predicting the lay out of increment and inventory land,and putting forward the implementation path of regulation and control of urban construction land in Harbin.This paper conducts the study from the technical route of “theoretical cognition-law judgment-land evaluation-scenario selectionprogram implementation”.On the theoretical cognition,this paper makes a basic analysis of the connotation and methods of inventory planning,and the objectives and means of urban construction land regulation combined with literature research methods based on the macro-background and policy of urban development in China.It is pointed that the regulation of urban construction land includes the external incremental land control and the internal inventory land adjustment.And the correlation technique is analized from the incremental and inventory,which provides theoretical and technical support for the research on the transformation and development of urban spatial planning.On the law judgment,this paper analyzes the change characteristics and impact mechanism of urban construction land.On one hand,the quantitative and spatial change of urban construction land in Harbin since 2000 is described by econometric analysis method.And constructing the influencing factors system of society,economy and ecology is used to distinguish urban construction land change quantitatively.The influence mechanism on urban construction land expansion is analyzed as a rule condition to guide and restrict urban construction land expansion.On the other hand,combined with the practical experience of urban renewal in Harbin,this paper extracts the influencing factors of urban construction land renewal,and explains the influencing mechanism of urban construction land renewal,which serves as the basis for evaluating the potential of internal land redevelopment.On the land evaluation,based on the analysis of the adjustment target and influencing factors of urban internal inventory land in Harbin,the evaluation system of the redevelopment potential of inventory land is constructed.This system is calculated by fuzzy evaluation method combined with the current survey data and POI data.According to the geospatial standard classification method,the suitable zoning of redevelopment is delineated.The redevelopment scale and its spatial distribution of inventory land in 2035 is determined according to the urban shanty towns in Harbin.And the existing problems and adjustment methods of internal inventory land are analyzed.On the scenario selection,this paper predicts the total scale of urban construction land regulation and control.And the control scale of external incremental land on the basis of sharing part of the regulaiton scale of internal inventory land.Considering the influnce factors and the constraints of ecological security pattern,an integrated model is built based on cellular automata model,logistic regression model and minimum cumulative resistance model.The control of urban construction land in 2035 is simulated by this integrated model.The incremental land distribution of different planning scenarios is predicted,and the regulatory effects are evaluated using landscape pattern index to choose the urban planning scenario for Harbin.On the program implementation,based on the advantages of urban construction land regulation and control,this paper puts forward the planning strategies and implementation guarantees of internal inventory and external incremental land combined the spatial distribution.The results provides a basis support and practic reference for the development of the overall urban planning of Harbin in 2035.This paper clarifies the spatial development problems and the necessity of spatial transformation from incremental expansion to inventory promotion.It puts forward the development trend and possibility path of the inventory and incremental land.At the theoretical level,the paper tries to expand the regulation system of urban construction land and its technical methods under inventory planning,improve the rationality and scientificity of urban overall planning,and provide a basis for the rational and orderly urban spatial development.At the practical level,this paper actively responds to the development trend of urban spatial transformation in Harbin,enhancing the timeliness of urban overall planning,promoting the implementation of the strategy of "inventory revitalization,optimal increment" in Harbin,and providing reference for the new round of urban overall planning of other mega-cities.
