With the continuous development of China's aviation industry,the flight slot optimal allocation is increasingly become the main industry problem need to be solved.The flight slot resources management also become the key issue gradually.In order to improve the transport efficiency of China's aviation industry,to promote the industry healthy and continuous development,government need to optimize the resource configuration of flight slot.Firstly,this thesis start from the domestic flight slot resources current situation analysis,take the shortfall of flight slot allocation mechanism in our country as the breakthrough point,combining with overseas research on three aspects: property rights of slot,configuration of administrative efficiency,and the way of marketlization of slot allocation.Widely spread informatith China's national conditions,from government,airlines and airport coion collection has been done on this research.On this basis,combining wnstruction these three different angles to analyze the characteristics of the Chinese flight slot resources configuration and management practice,points out that the reform method of slot resources allocation and management system,put forward to speed up legislation to ensure that the government management on legal way,optimizing the distribution system,to carry out the auction and the drawing lots of the pilot reform,to achieve information opening,to establish coordination committee and a series of relevant reform suggestions and ideas will be realized.Secondly,from the jurisprudence perspective,deeply analyzes the legitimacy of the slot auction,and the income on the ownership,from the slot the ownership of the concrete and the secondary market trading of belonging.Comparing the current practice in China and the United States practice,this thesis puts forward a new idea that the flight slot auction income shall be neither owned by the state,nor owned by airports or air traffic control departments,and it shall be owned by the airlines.On the basis of the use of proceeds from the auction are also be discussed in detail.Again,according to China's civil aviation administration of the flight slot resources market allocation reform pilot program,this thesis will take the Baiyun airport in Guangzhou as "auction of slot",for mode of the reform of primary market,and take Pu dong airport in Shanghai as "slot to draw + using charge" for the model of primary market pilot reforms to carried on the thorough analysis and research.And according to the optimization of the main features of flight slot,which include derived services cannot be stored,the heterogeneity of time required and incomplete market competition,optimize the flight slot resource allocation methods,introducing the auction model of flight slots to solve the bidding strategies under different modes.Finally,from the collaborative decision-making,traffic control and the traditional airlines both sides as the principal party of synergy will be changed to traffic control,airlines and airports tripartite coordination.From passenger demand,the flight capacity,minimum connection time(MCT)requirements,the airport running hours and special flight arrangement perspective,considering the flight plan issues under the tripartite coordination,using the step of temporal data mining planning and time sequence planning,using the analysis model describes the rates of flight delay,airport scale,new access flight,the airport evacuation efficiency and the analysis of the potential market in five indicators,analysis indicators of weight distribution are given,as well as the calculation based on the former two planning methods.It turns out that time sequence planning method is the optimal method.Research on auction and co-allocation of flight slot resource,in order to provide practical reference to our future flight slot resources configuration optimization work and to promote the industry sustainable development.
