The airport slot allocation is the core of ground holding policy(GHP).The domestic and international scholars main focus on slot allocation about the predictable of capacity variation in the pretactical stage,but the emergencies happen frequently in tactical stage, so it need put a higher forward for the airport slot allocation.First of all,the paper propose a model of airport slot allocation of arrival and departure based on the emergency. The total delay loss as the efficacy objective function, which make the delay loss of the arrival flights into the air delay loss and ground delay loss, and the average delay of passengers as fairness index.Then to the emergency,the slot allocation should be calculated quickly and the result be high-quality. The slot allocation model is for the first time being solved by the Bio-geography Based Optimization(BBO). In the process of solve problem base on actual data, we will find sometimes the number of slots more than the flights, Which make the length of the initial solutions are not the same,so the problem cannot solve by the BBO.To handle the problem, we first propose "virtual flight".which either helps us use the BBO algorithm, also do not affect the result.Finally, we simulate according to the actual data of Beijing airport.The result compares with RBS the total delay loss is reduced by 32.8%, and the average delay of the passengers is reduced by 27.8%.The model and the algorithm are efficient for the slot allocation.
