Because of the time and space uneven distribution for water resources and Regional economic and social development unbalanced,the problem of water resource shortages in high level development area is particularly outstanding.The important means to solve the problem of water resources is to build inter-basin water transfer project.For a long time,people attaches great importance to the water resources efficient use,and more emphasis on operation management efficiency of inter-basin water transfer project,especially operation dispatch of complex engineering system.The operation dispatch of inter-basin water transfer project across time and space,which have remarkable characteristics of multiple time scales and multi-spatial scale,multi-objective and multi-service,dynamic change and uncertainty,is a typical complex problem.It is difficult to adaptation the business of dispatch and practical demand.The static pattern also don't adapt to conditions of dynamic chang.It has important and practical value to explore the model of operation dispatch with dynamic adaptive and more integrated business,study feasible method on multi-scale nested and rolling amendment dispatch.The author chooses Hanjiang to Weihe River trasfer project as research object.It is across Changjiang Huanghe project which have great difficulties and strategic significance.Hanjiang to Weihe River trasfer project involve multiple reservoirs,which have multi-task on water supply,water raising,power generation and water distribution.It transports water to water-shortage cities and industrial park by four water distribution trunks.The research for operation disdatch of Hanjiang to Weihe River trasfer project is typical which from specific to general.The research results have universal significance.Around the operation disdatch results can practical applicate and have operational,multi-service integration and adapt to the dynamic change as the core,on the basis of previous research results,the author research the model of inter-basin water transfer project operation dispatch.The main works is as follows:(1)An operation dispatch model for inter-basin water transfer projects,which could adapt to dynamic changes,is proposed based on problem-oriented and technology integration,etc.On the basis of analyzing business requirements and research results of the operation dispatch for inter-basin water transfer project,complex problems are decomposed.Then integrating technologies of components,Web services and topic knowledge graphs by meta-synthesis methodology,an operation schedule model,which is developed agilely and adapted rapidly,can be realized on the integrated integration platform.Solutions for system hierarchical layered,multi-scale nested and schemes rotational corrected can be obtained under the model,with which,multi-services for dispatch can be integrated into the application,thus it is of great maneuverability in the dynamic changes of inter-basin water transfer projects.Combined with practices in forecast,multi-headwater jointed operation as well as water jointed dispatch between the water source region and water receiving region,the feasibility of the model is confirmed.(2)A multi-model combination and rolling correction method for forecasting the inflow runoff was proposed to overcome the difficulties caused by traditional inflow runoff forecasting.Firstly,a component library of predictive models and methods is built by granulating multiple models and methods of runoff prediction into cells and then packaging them as corresponding components.Secondly,according to the actual situation and variation of the reservoir,a study of multi-model combination is conducted for rolling correction of runoff forecast results to quickly adapt to new changes in demand based on the component library and the comprehensive Service platform.Finally,the integrated application effect of multi-model and multi-scale is applied to the inter-basin water transfer project of the Han-WeiRiver water diversion for forecasting inflow runoff.(3)An integrated approach,with multi-scale nesting and rolling correction,was proposed to solve the problem that the traditional models and methods of reservoir dispatch are difficult to dock.Based on the basic regulation of reservoir,a rule-based multiple water resources regulation system is constructed to componentize the traditional models and methods.The scheduling mechanism of multi-scale nesting and rolling correction will be focused on.Based on the comprehensive service platform,this paper builds a dispatching system of the Han-WeiRiver water diversion,which can complete long-term,short-term,and real-time nesting and rolling correction of multiple water source joints to make the scheduling results dynamically adjustable.(4)According to the complex systemic of Hanjiang to Weihe river inter-basin water trasfer project,the anthor integrated water source area and intake area,finally realized Water joint dispatch and allocation decision on water source area and intake area.Based on comprehensive service platform,generalization complex dispatch and allocation water system,integrated configuration rule and dispatch allocation decision bussiness,the anthor realizes integrated application of water joint dispatch and allocation in visualization environment.It can support reasonable dispatch allocation water scheme to Hanjiang to Weihe river project.(5)In the model of inter-basin water trasfer project operation dispatch,it strengthen the business process and dispatch process.In the every key link of process,it should evaluate operation benefition of the whole project.On-line evaluation,process evaluation and dynamic evaluation are the improtant application requirements.In order to response these requirements,the author established dynamic evaluation mechanism.Around the inter-basin water trasfer project,dynamic evaluation system for Hanjiang to Weihe river project dispatch scheme was established.And based on comprehensive service platform,the method of real-time on-line evaluation which can set,customizate and insert is implementated.
