The construction of Hanjiang River to Weihe River water diversion project is to alleviate the serious water shortage problem in Guanzhong area of Shaanxi Province with the rapid development of social economy.The project will transfer Hanjiang River water across the basin to Guanzhong area of Weihe River,which will form a pattern of joint allocation of external water,local surface water and groundwater.Among them,the key problems to be solved in this project are the analysis of the runoff law of multi water sources and the optimal allocation of water resources.Therefore,this paper studies the runoff law,water resources optimal scheduling and reasonable allocation model of the inter basin water transfer from Hanjiang River to Weihe River:(1)The characteristics of periodicity,trend and variability of annual average runoff of main reservoirs and hydrological stations in Hanjiang River and Weihe River are expounded,and the runoff evolution law of the study area is revealed.The results show that the runoff of the two basins has periodic change,showing a decreasing trend and variation;(2)The copula joint distribution function was used to reveal the flood and drought encountering rules of Hanjiang River and Weihe River basins.The results show that the probability of synchronous flood and drought is greater than that of asynchronous flood and drought,which is not conducive to water diversion.After consistency correction,it is found that the probability of synchronous flood and drought decreases,the probability of asynchronous flood and drought increases,and group is established.The self iteration method and improved cuckoo algorithm are used to solve the model.The optimal solution set curve and non inferior solution set of multi-objective of water transfer,power generation and power consumption are obtained.The game relationship between water transfer,power generation and energy consumption of pump station is revealed.The results show that the total water transfer can meet the annual average water transfer of 1.5 billion m 3 the average annual power generation of the power station is greater than the average annual power consumption of the pump station;(4)Considering multi-source and multi-user,the optimal allocation model of water resources from Hanjiang River to Weihe River is established and solved,and the allocation problem of multi-source and multi-user in the process of inter basin water transfer is solved.The results show that after the completion of the water transfer project,the domestic water and ecological water in the water receiving area are basically satisfied,but the water shortage of the second and third industries is relatively large,especially the third industry,Reclaimed water reuse can effectively meet the ecological water demand.
