In recent years,the global economy and society are constantly changing,all kinds of natural disasters happen frequently.As the main way to solve the problems of national economy and people's livelihood,engineering projects are facing unprecedented crises and challenges.Due to the increasingly complex,large-scale,long-term and multi-agent characteristics of the project,how to work together with stakeholders to cope with the crisis and improve the organizational resilience of the project has become a key practical problem to be solved.However,the traditional performance-oriented project governance mainly advocates the evaluation system of cost,quality and construction period,which is difficult to adapt to the new environment and new normal with dynamic and complex internal and external risks and uncertainties.Due to the uncertainty of contract,environment,technology and economy,the project is often delayed,over estimated,withdrawn,disputed and early terminated,even causing significant social and economic impact.How to construct and improve the ability of enterprise to forewarn crisis,deal with crisis and recover from crisis through the design of governance mechanism of engineering project is the key to the survival and sustainable development of engineering project in the environment of internal and external adversities.More and more domestic and overseas scholars pay attention to the crisis response and resilience performance of engineering projects.However,in the current literature,from the organizational perspective,there are few comprehensive and systematic studies on the impact of project governance on organizational resilience,and there are relatively limited research on the internal mechanism of the impact of contractual governance and relational governance between project stakeholders on organizational resilience.At the same time,the systematic identification and in-depth analysis of the relationship mechanism,effect intensity and implementation path between project governance and organizational resilience from different perspectives such as resources and cognition are not sufficient.In this context,based on the analysis framework of Institutional theory,combined with the theoretical perspectives of Attention-based theory,Resource-based View and Transaction Cost theory,this paper focuses on the core issues such as "what is the impact of project governance on organizational resilience" and "how does project governance affect organizational resilience".From the perspectives of resource and cognition,this paper explores the impact of project governance mechanism on organizational resilience in face of internal and external adversities of engineering projects.This research mainly carried out the following parts of research through the logical analysis ideas and research strategies of theory and empirical mutual verification,induction and deduction interactive parallel,qualitative and quantitative combination:(1)Literature review and theoretical framework.This study uses literature research method to review the Institutional theory,Attention-based theory,Resource-based View and Transaction Cost Theory,comprehensively synthesize the concept essence,constituent elements,and related elements between project governance and organizational resilience,summarizes the key theoretical achievements and research deficiencies of existing research,and provides theoretical points with an analysis framework in order to facilitate the follow-up study.(2)Research on the influence mechanism of project governance on organizational resilience.Based on the analysis framework of "project governance-resource/cognitive elements-organizational resilience",this study adopts the method of multi-case exploratory research,and combines the practical situation of engineering projects.It analyzes the principle of action between the core concepts of this study and identifies the key path mechanism for nine embedded cases of three engineering projects.(3)Research on conceptual model construction of project governance and organizational resilience.Based on the theory of inter-organizational project,Resource-based view and Attention-based theory,this study analyzes the temporary organizational characteristics and organizational resilience of engineering project,and proposes hypotheses among the concepts of contractual governance,relational governance,resource reconfiguration,team mindfulness and organization resilience by combining with the existing theoretical basis and case analysis path mechanism,in order to form a conceptual model of project governance and organizational resilience.(4)Research on the influence of project management on organizational resilience.Based on the concept model of project governance on organizational resilience,the paper adopts the analysis strategy of quantitative empirical verification,through the means of determining variable measurement,questionnaire design and data collection,aiming at 754 sample data,uses PLS-SEM and bootstrap test technology to empirically testing the research hypothesis and impact path,and discusses and analyzes the results.Based on the above mentioned processes,the main conclusions of this paper are as follows:(1)Project contractual governance and relational governance influence organizational resilience by building role system and coordinating role connection respectively;in resource perspective,project contract governance and relationship governance influence resource reconstruction by building resource mobilization structure and stimulating resource coordination motivation respectively,and resource reconstruction affects organizational resilience by building resource reactive capability;in cognitive perspective,project contractual governance and relational governance affect team mindfulness by building stable cognitive structure and team consensus atmosphere respectively,and team mindfulness affects organizational resilience by building cognitive adaptive capability.(2)The temporary organization of engineering project has the characteristics of inter-organization and institutional complexity,which requires stakeholders to improve resource reconfiguration to build passive reactive capability for organizational resilience and enhance team mindfulness to build active adaptive capability for organizational resilience through contractual and relational governance mechanism.Accordingly,three paths are formed:"contractual governance and relational governance-organizational resilience","contractual and relational governance-resource reconfiguration-organizational resilience","contractual and relational governance-team mindfulness-organizational resilience".Based on these three paths,the relationship hypothesis between concepts and the conceptual model of the impact of project governance on organizational resilience are proposed.(3)The contractual governance and relational governance have a positive impact on organizational resilience,resource reconfiguration and team mindfulness.Specifically,resource reconfiguration plays a partial mediating role in the impact of contractual governance and relational governance on organizational resilience;team mindfulness plays a partial mediating role in the impact of contractual governance and relational governance on organizational resilience;at the same time,compared with the intermediary effect of resource reconfiguration from the resource perspective,team mindfulness plays a stronger partial mediating role in the impact of contractual governance and relational governance on organizational resilience from the cognitive perspective.Under the background of complex changes in internal and external adversities of engineering projects,the research conclusions of this paper not only enrich the theoretical research on the impact of project governance on organizational resilience,deepen the internal relationship between project governance and organizational resilience from the perspective of resources and cognition,to better use governance mechanism arrangement to enhance organizational resilience,and provide effective and efficient theoretical guidance for crisis response and sustainability for engineering projects.
