| "Intensifying the protection of the ecosystem and focusing on resolving outstanding environmental problems and promoting green development" are the general guidelines for the ecological construction proposed by the 19 th CPC National Congress.Today,with the rapid economic development,the problems of ecological environment are highlighted and the supply of ecological products is insufficient.This has become an important issue for China at this stage.Ecological forestry combines multiple ecological functions.With the advancement of ecological construction,the demand for its construction continues to increase.The single financing channel for ecological forestry and the lack of funding are the key factors that hinder the development of ecological forestry.The issuance of ecological lottery tickets is one of the ways to ease the financial pressure on ecological construction.The study is divided into ten chapters,chapter five to chapter eight are the core,and main research content can be summarized in two parts:(1)The analysis of the foundation of residents' participation in ecological lottery.The risk preference and cooperation preference of residents were measured through risk game and public goods experiment,and the Tobit model was constructed to analyze the influencing factors.Factor analysis was used to measure residents' perception of ecological construction from the aspects of ecological environment,ecological lottery tickets and ecological forestry.(2)The analysis of residents' ecological lottery participation behavior.Using Conditional Value Method,Choice Experiment,the dual Logit model,the multiple linear regression model and the Mixed Logit model to calculate residents' willingness to pay for ecological lottery tickets and reveal the influence mechanism of individual characteristics,regional characteristics and other factors on residents' willingness to pay for ecological lottery tickets.The property preferences and marginal WTP of residents in the purchase of ecological lottery tickets are also studied.The research conclusions mainly include the following aspects:(1)The type of risk preference for residents is risk-neutral and risk aversion.The degree of risk preference is related to personal characteristics and most of the residents have cooperation preferences.When risk probability changes from fixed probability to fuzzy probability,the risk preference of residents decreases,and it is significantly related to gender.There is a difference in risk preference between urban and rural residents.99.51% of the respondents had cooperation preferences,and the prosocial behavior among the respondents was widespread.Cooperation preferences are significantly related to gender,trust levels,and regional differences between urban and rural areas.(2)Residents' positive and negative perceptions of ecological construction mainly include ecological environment,ecological lottery tickets and ecological forestry.The average number of positive perceived factor scores was higher than 3,and the negative perceived main factor scores averaged less than 3.Among the three common factors,the average number of factors in the positive perception of the ecological environment is the highest,which is 4.445,and the average number of factors in the negative perception is the lowest,which is 2.077.Residents agree that eco-forestry is an important means of eco-environmental construction and has a higher demand for eco-environmental construction.It is willing to purchase ecological lottery tickets to ensure the development of ecological forestry and speed up the ecological construction process.(3)87% of the residents have the WTP for the ecological lottery ticket and the p ayment level is high,and the WTP is 82.81 yuan/month.The significant factors affecti ng residents' WTP for ecological lottery tickets are: age,whether they have lottery tic ket purchase experience,lottery monthly expenditure,the satisfaction ecological environ mental,and importance recognition of environmental protection.The significant factors affecting the size of residents' ecological lottery payment are gender,age,whether they have lottery ticket purchase experience,whether they are lottery players,monthly lott ery payouts,the satisfaction of living standard,risk attitude,the satisfaction of ecologic al environment,and importance recognition of environmental protection.(4)Residents have the highest selection preference and MWTP for the use of lottery public welfare funds.Compared with sports lottery,the use of the public welfare fund in ecological and welfare construction will increase the effectiveness of respondents;In addition to urban respondents,residents' preference for lottery bonuses and willingness to pay are higher than winning rates;the highest bonus is positively correlated with the interviewee's choice,the price is significantly negatively correlated with the interviewee's choice;Lottery ticket issuance has a significant negative correlation with the respondents' choice in the regression of the full sample and the sample of the lottery players,and is not significant in the regression of the other samples.The distribution of the lottery public welfare fund was not significant in the full sample and subsample regressions;When the issuance of lottery tickets was changed from issued by government and supervised by the Ministry of Finance to issued by enterprise and supervised by the Ministry of Finance,the marginal utility of respondents was reduced.Compared with companies and individuals,respondents preferred the government to undertake lottery ticket issuance and management.Compared with enterprises and individuals,respondents preferred the government to undertake the issue and management of lottery tickets.(5)Residents have the highest marginal willingness to pay for the using scope of lottery public welfare funds,followed by the maximum bonus.When the lottery public welfare fund was transferred from the using scope of sports development to ecological construction,the residents' MWTP was 25.132 yuan.When the maximum bonus was raised from 1 million yuan to 2 million yuan,3 million yuan,and 5 million yuan,the residents' marginal WTP was 10.372 yuan,15.498 yuan,and 16.157 yuan respectively.(6)There are differences between regions and between urban and rural areas in the preferences of lottery attributes,and there is little difference between the regression results of the sample of lottery players and non-lottery players.The sample regression results of samples from Shenyang and urban areas showed that the using scope of lottery public welfare funds was significantly positively correlated with the respondents' choices,and the price was significantly negatively correlated with the respondents' choices.The regression results of samples from Chaoyang City and rural areas showed: The scope,maximum bonus and winning rate are positively correlated with the respondents' choices,and the price is negatively correlated with the respondents' choices;Respondents in Shenyang and urban areas are willing to pay more for the use of lottery public welfare funds than Chaoyang and rural areas.Chaoyang and rural areas respondents are willing to pay more for lottery winning rates and highest bonuses than Shenyang and urban areas;Lottery players have a higher willingness to pay for the use of lottery public welfare funds than non-lottery players.The innovation of this research is mainly reflected in:(1)This study takes ecological lottery as the research object,and puts forward the application of ecological lottery in the financing of ecological forestry construction.It will implant new development ideas for the traditional forestry financing methods in China and promote the diversified development of ecological forestry financing channels.In the past,the research on ecological forestry financing channels focused on carbon trade compensation and ecological taxation.(2)Residents' WTP for the value of the ecological lottery ticket and the marginal WTP for lottery ticket attributes was measured.In this study,CVM and CE are used to analyze residents' willingness to pay for ecological lottery and the preference of ecological lottery tickets,so as to calculate the willingness to pay for ecological lottery tickets and the marginal WTP for the attributes of lottery tickets.In the past,research on ecological lottery focused on the basics and distribution needs of ecological lottery.The research on the the willingness of ecological lottery purchases only measured whether they had the willingness to pay and the influencing factors of willingness to pay..(3)This paper applies the research method of experimental economics to the research of ecological lottery and expands the application of experimental economics in China.In this study,the risk game,public goods experiment,CVM and CE in experimental economics were applied to expand the application of experimental economics in China,and the reliability of the research data was enhanced. |
