Research On Ethical Issues In The Governance Of Network Public Opinion

President Xi stressed that to carry out the“new concept of cyberspace governance",and establish a“shared work network community of destiny”in the second Internet conference in 2015.The network is no longer a simple new media technology,while it became the second society which is closely related to people's life.Online public opinion is a research topic with Chinese characteristics.It is produced in the soil of traditional Chinese culture.Meanwhile,online public opinion is the bridge connecting the social network and the risk society.The rise of "online society" brings a lot of dividends to people,but also brings a lot of challenges to people too.In the present,artificial intelligence technology has gradually entered into people's vision,simple legal means can not completely control the risk.In the era of rapid development of all kinds of new Internet technologies,it is necessary to take advantage of the means of "self-discipline" so as to better manage the cyberspace.Because of that,this paper put the network public opinion in the analysis under the perspective of ethics,on the basis of carding and research a lot of technical literature both at home and abroad,systematically analysis the governance ethics problems in the network public opinion in terms of the network public opinion management of ethical value goal,function and the approaches to realize the ethical spirit,and sums up the reasons of network public opinion management ethics anomie,finally established the ethical order of the network public opinion management road reconstruction.In the network environment,it is inevitable trend which shift from traditional public opinion management to multiple governance of network public opinion,such as case analysis and interdisciplinary analysis,which should be an important research method in this paper.This paper focuses on the topic of "network public opinion governance ethics",mainly discusses the following related issues.Analysis on the ethical value goal of network public opinion governance.In the Internet age,the target of public opinion management ethics value has changed.The ethic ethics goals of public opinion management which take the network as the carrier mainly has four:information justice,privacy,freedom of information and information is true.Due to the nature of the Internet,network public opinion in achieving its ethical value happened many conflicts:procedural justice and efficiency is the highest,information privacy and information sharing,network order and freedom of information and the real propagation.These conflicts are mainly caused by the multiple social roles of online public opinion participants.Network public opinion to participate in the main body is not only the Internet users,is also a member of the social reality,they hit a certain social responsibility,professional ethics must be considering again at the same time,in the virtual society of multiple social roles can lead to multiple values,they have conflict when these values are aggregated together,can produce many ethical anomie phenomenon,mainly network hegemony,personal privacy,intellectual property infringement,individualism is popular,the network violence,Internet rumors and false information,network,network hype water-forces this nine network moral anomie phenomenon.This part uses the most representative of "tianjin port bombing" as a typical case,analysis of the ethical value goal to realize the network public opinion management process,the ethical problems due to multiple values conflict and ethical problem.Analysis on the ethical function of network public opinion governance.Ethics as reflect and adjust the interest relationship between people's values and behavior standards,although can't compare with the force of law,but an ethical guide people to the good,standardize the speech and behavior of Internet users,to prevent bad information behavior,in the order of the construction of a harmonious specification information network society has also played a considerable role.In the study of the ethical function of network public opinion management,through case analysis,multiple ethics in the network public opinion management played a big six main functions:the cognition and education function,specification and constraint function,guide and incentive function,regulation and control function,the evaluation and selection function and culture protection and innovation function.However,in response to the process of network public opinion,the ethical function into the dilution,weakening and passive phenomenon,is mainly due to the absence of specification,legal position is too strong and the concept of freedom of information advocates.Analysis on the way of ethical spiritual realization of network public opinion govermance.In order to adapt to the Internet of big data,the network public opinion management should advocate the three ethical spirit:responsibility
