The national government was faced with a variety of crises from 1927 to 1937,while the harm caused by piracy to the construction of economic development countries was also a kind of crise which the government must face.Some poor people from provinces such as Guangdong and Zhejiang,as well as deserters from the army,had to be piracy to steal their lives.The main way these people deal with their livelihood is robbery,with kidnapping and extortion.They meet their own needs at the same time also put himself once met the crisis on to the others,the way they have power and activity is enough to make its crisis to pass on to others,and a serious threat to the innocent people's life and property safety,also gave the government a new crisis.Although the pirate activity posed a great threat to China's economic development at that time,compared with the civil war,fiscal crisis and national crisis,it brought less harm than the first three.Different stages,however,due to the crisis facing the national government is different,so the negative effects brought by the pirate activity in many negative influence share also is different,so the national government for its importance is different.Though since the Nanjing national government's founding,piracy has frequently to China's economic development has brought the enormous threat,but because the country had not yet been unified,political instability,still for the KMT regime,the bigger threat from Beijing and split within the Kuomintang government.Therefore,before 1928,the Kuomintang government had limited energy to maintain internal unity and eliminate the northern warlords.As a result,the Kuomintang regime has only invested a limited amount of power in dealing with coastal bandits,but it still has a certain record.When the government cannot eradicate the threat of piracy to the people,the people who have been threatened by the pirates have taken certain actions to some extent to protect their own life and property.From 1929 to 1931 on the eve of the "September 18th incident,although the civil war and foreign is still plagued by the Kuomintang regime,but compared with the 1927 and 1928,reduced the threat from these aspects,the national government can put more strength to cope with frequent about the threat of piracy,so for the coastal bandits crackdown is further increased.Over the past three years,the government has organized a number of activities in the area of frequent activities of the pirates and the operation of the old nests.Some of the departments involved in the anti-piracy operation have also initiated the mode of coordinated action.In order to better prevent pirates,water police,navy and other departments have stepped up patrols and sent relevant personnel to escort the people.As a direct victim of piracy,some coastal residents,fishermen and boat owners or shipping companies sailing on the sea have taken more targeted measures.With the joint efforts of the government and the people,the coastal bandits have been hit to some extent.After the "September 18" incident in 1931,the national crisis gradually deepened.In response to the looming Sino-Japanese war,the national government has strengthened its construction since 1932,and its dependence on the sea has been further enhanced.In order to eliminate the dangers of the sea as much as possible,the national government has intensified its efforts to prevent and combat piracy.Organized joint action is characteristic of these five years,and in joint action,even civil action is unconsciously incorporated into the system.Although piracy has not been eradicated,the effectiveness of fighting pirates has become even more remarkable.It is important to note that,in addition to the damage caused by piracy,the remaining crises can be resolved gradually through the efforts of the national government itself and the decline of the power of all parties.But the best way to eliminate piracy is to develop the economy and improve people's living standards.However,it is unrealistic for the Nanjing national government to try to solve the problem of people's survival through a short period of time.Even so,the national government is still trying to develop the economy.By the end of 1936,with all the achievements of economic development,it seemed that everything was moving in the right direction.However,in 1937,with the outbreak of all-out war between China and Japan,the development finally stalled and the piracy problem was not completely solved.
