On The Life Behavior Management

Life behavior management is a new research domain of public management.It is more and more important and urgent to promote and optimize life behavior management with theory and methods of public management.However scholars from home and abroad haven't recognized the importance and urgency mentioned above,and hasn't constructed systematic studies for life behavior management yet.While people's awareness of life values and life rights toward better conditions,and with the rapid development of bioscience and biotechnology,human society now have a much clearer vision for life behavior such as abortion,surrogacy,human tissue,organ trading,homosexual marriage,euthanasia,human cloning and others.This new environment triggers public authority and the whole society to rethink the policy of life behavior management before.However due to the limitations on knowledge,abilities and available resource,it's hard for government to aware or handle the complex problems in life behavior field.The new thoughts of life behavior questions progressive idea of human society,questions the means and level of human evolution and the legitimacy of natural person,also questions how we can manage life behavior management?Under this background,this study proposes the concept of life behavior management.Life behavior management is led by pluralistic social actors,based on the cognitive of the limitation of human behavior and the relationship between human life behavior and society,in order to eliminate the contradictions and conflicts in life behaviors,coordinate the relations influenced by life behaviors,to gain the aim of protecting the production and reproduction of the society,the actors use the law system to design and implement the policies and other initiatives to regulate,guide and restraint life behavior of the public.This dissertation contains six aspects:(1)the concept,connotation,scope and countermeasures of life behavior management.(2)The history of life behavior management.This dissertation analysis human life behaviors in pre-industrial society,industrial society and post-industrial society to summarize and generalize factors influencing life behavior management mode and find what cause the transform of the mode.(3)The inherent tension of life behavior management.Analyzing the reason why life behavior question the modern concept of life progress,explore the limitations and judgment standard of life behavior.(4)Compare the differences among nations.Compare certain management mode in countries or regions,measure their main measures,find their advantages and judge the defects in current management mode.(5)Life behavior management in modern China.Research the evolution of life behavior management in different areas in China since 1949,analyze the problems and controversy.(6)How to break the predicament in current life behavior management.Explore the reason caused the troubled life behavior management and find proper ways to solve the problems.The main finding of this dissertation focus on seven aspects:(1)Life behavior management is not a new social phenomenon,the intervention of individual life behavior have already exist before.(2)Contemporary life behavior management shows new features.(3)Development of life behavior tests the concept of modern society evolution,questions the means of human evolution and the legitimacy of natural human.(4)The inherent tension of life behavior management means the contradictions and conflicts between individuals' demands for life rights and groups' needs for optimizing social benefits.(5)The current life behavior management is still based on the mode of industrial society,even in a small number of countries or regions where the governors disregard human rights and in some areas still preserved extreme simple and brutal means in traditional society.(6)The current life behavior management have weak points like misplaced value,management inefficiencies and inadequate which is due to excessive dependence on instrument rationality,the rigid technocratic political and expansion caused by the scientific management doctrine.(7)From a practical operational level,promoting and optimizing life behavior management asks for cooperation of multiple actors,and asks public authority to distinguish and govern different types of life behavior.The innovation in this dissertation include:(1)Explore a new research domain under the direction of Prof.Huang Jian-rong.Life behavior management is a new and important part of public management area.Life behavior management introduce new research topic and propose a new important subject for public management study.(2)Different life behaviors are divided into five parts:initiation of life,"deal" of life,accompanies of life,termination of life and reproduction of life.(3)Advance core concept and principles of life behavior management,as well as evaluation criterion of life behavior management.Distinguish three different mechanisms of life behavior management and governance.The insufficient of this study is that the article only explore the basic direction of life behavior management,did not propose measures for specific areas of life behavior management.Further study might rely on qualitative analysis in specific areas of the different life behavior,develop specific life behavior management strategies,and provide more policy recommendations.
