Research On The Concept Of Maritime Security With Chinese Characteristics

Since the opium war,the old China was backward and beaten in modern history,and has been subjected to repeated invasions of the powers,most of which are from the sea.The Chinese people deeply dislike these marine aggression and their thirst for marine security is very strong.Countless people with lofty ideas had explored and proposed various concepts of marine security during the course of opposing the marine invasions,but these exploration had been restricted by a variety of constraints and finally failed.Since the United Nations released the Convention on the Law of the Sea,there has been a series of maritime disputes between China and its neighboring countries.In order to realize the marine safety,marine security concept must be used to guide the marine safety practice and be developed and perfected constantly in the practice to better promote the realization of marine safety goals.Since the 18th National Congress of the Communist Party of China(CPC),the central committee of the CPC central committee with xi Jinping as the core has put forward the overall national security concept,and the concept of maritime security is an important part of the overall national security concept.The practice,development and improvement of maritime security concept with Chinese characteristics will not only facilitate the realization of national maritime security,but also promote the overall security of the country.The research of this paper mainly consists of three parts:The first part is the conceptual part,which lays the conceptual foundation for the research of the thesis.It consists of the first chapter.Safety refers to the state of no threatening things either subjectively or objectively and the state of maintaining a stable development.Security concept refers to the rational cognition of the objective security situation and environment of the security subject.The security concept is the systematic cognition of people’s belief,ideal,pursuit,recognition and evaluation in safety.Marine security concept,refers to the rational cognition of the objective security situation and environment of the island and coastal countries.Marine security concept is the systematic cognition of the belief,ideal,pursuit,recognition and evaluation in safety owned by people related to the sea.The maritime security concept with Chinese characteristics takes the maritime common security concept as the core.It consists of four sub-systems,the marine economic security concept of mutual benefit and win-win outcome,the maritime political security concept of common responsibility,the maritime military security concept of common competition and cooperation,the marine cultural security concept of common prosperity.The second part is the theoretical part.It consists of the second chapter.Classic Marxist writers criticize the predatory of marine security of the western great powers,emphasize that other countries must learn all the advanced western maritime civilizations if they want to acquire maritime security.Since the founding of new China,all previous central leaders of the Party that the main task of China’s maritime security concept is to oppose western maritime supremacy and advocate to create a new maritime security concept.The theoretical results of Marxism Marine security thought and its sinicization are the theoretical guidance of this study.The third part is the denotative system,which consists of chapter three,chapter four,chapter five and chapter six.The third chapter discusses that China advocate actively marine political security concept of common responsibility the ocean of China and is willing to provide marine public security products together with relevant marine countries in the world,to shoulder jointly the common responsibility of the world’s marine safety maintenance,and to make China a responsible maritime political power.The fourth chapter expounds the marine economic security concept of mutual benefit and win-win outcome.It means that China not only safeguards resolutely our country’s marine economic interests but also promotes the common development of all countries and regions in marine economic and trade activities.It is the basic principle and concept in dealing with the marine economic and trade relations in various countries and various areas.The fifth Chapter illustrates the marine military security concept which pursues common competition and cooperation.It refers to the win-win cooperation in the field of maritime military security competition.The competition is not completely abandoned in the marine military cooperation,promoting the healthy development of the navy through limited maritime military competition.The sixth chapter discusses the marine cultural security concept of common prosperity.In the marine century,the Chinese nation should propagate and promote the national traditional marine culture and should keep learning and absorbing the foreign advanced marine culture at the same time,promoting mutual learning,reference,reinforce and integrated innovation of marine culture and promoting the common prosperity and development of marine culture all over the world.The seventh chapter discusses that the global ocean is a large ecosystem.The destruction of a place in the marine ecosystem is bound to affect other parts of the world.Therefore,building a marine ecological security concept for common homeland is a unity for all countries and peoples around the world.We must realize that the marine ecosystem is a common blue home for all humanity.We must treat our own family and protect the marine ecosystem.Build the ocean into a common beautiful home for humanity.This paper is guided by the standpoint,viewpoint and method of Marxism-Leninism,by the theoretical results of Marxism marine security thought and its sinicization.This paper systematically studies the marine safety concept with Chinese characteristics using multidisciplinary research methods and it has certain realistic theory and guiding significance.
