As the most successful regional international organization in Southeast Asia,ASEAN has always been favored by scholars from all over the world.However,in a 50-year period,ASEAN's development has been relatively slow.It wasn't until the full establishment of the ASEAN Community in 2003 that ASEAN experienced noticeable increase in its development rate.The earliest records of relevant documents regarding the ASEAN Community can be traced back to 1994,but unfortunately the information included in those documents are either erroneous or irrelevant.Later on,during one of the ASEAN summit,an ASEAN Community Plan was drafted and the “ASEAN Charter ” was adopted as a normative legal document.However,in the actual construction process,ASEAN divided the ASEAN Community into three parts: the ASEAN Economic Community,the Social Cultural Community,and the Political Security Community.Corresponding policy documents were formulated for each portion and implemented in an orderly manner;the ASEAN Economic Community was instated as the foundation of the ASEAN Community.When it comes to the basis of development,the ASEAN political security community ' s role is to safeguard regional stability,because economic accumulation and economic cooperation can promote the development of the ASEAN social and cultural communities and the ASEAN political security community.In turn,the ASEAN political security community is the guarantee for the smooth development of the former.Therefore,it is indispensable for the three to complement each other.The problems encountered in the construction of the ASEAN Community are nothing but two kinds;within and outside the region.The problems within the region are,firstly,a result of unbalanced development and severe polarization among the member countries.Secondly,the subsistent differences in national and religious relations among nations,which leads to incomprehension and frictions.As a result,these two issues are the reasons for distrust and mutual suspicion between member states,which seriously hampers the development of the ASEAN Community.Regarding the factors mentioned as“outside the region factors,” the thirst for influence by big countries like the United States,Japan,and China are typical;the United States hopes to enter the Asia-Pacific region via Southeast Asia and take advantage of the geographical advantages.Japan hopes to increase its influence and step out of the American grasp through intervention in Southeast Asia,which will enable them to limit China's influence in Southeast Asia.When it comes to China,it has rapidly developed into an economic power throughout reforms and distribution policies and has caused Southeast Asian countries to feel worried.Therefore,South-East Asia initially rejected or even resisted China.As cooperation gradually increased,China has learned more about the importance of the diplomatic relations between ASEAN and its member countries.The improvement of diplomatic relations between SEA and China resulted in the Chinese invitations to participate in the ASEAN Summit's regional forums.China also actively cooperated with the establishment of the ASEAN Community and proposed the“Fate of ASEAN-China Community”theory.They believe that the fate of China and ASEAN was inseparable,and are hoping that it will be carried out “All the way" by being involved in international projects to promote the rapid development of the ASEAN community.The author believes that the ASEAN Community should use the fate of ASEAN to describe it.The 10 ASEAN countries are closely linked.Although there are still differences on some issues,it is because ASEAN is still in the development stage and has not achieved full recognition;Like an infant,only the basic shape is present.Whether they are mentally or functionally still lacking,they need continuous development to mature.The development of the “One Belt One Road ” will undoubtedly provide the infant with abundant nourishment and will spread around the world.However,judging from the current progress of ASEAN's construction community and the problems encountered,by 2015 ASEAN has only completed the construction of the ASEAN Economic Community.The construction of the political community and the socio-cultural community is still under implementation with emerging issues.The emergence of ASEAN also gradually realized that these three pillars could not support the ASEAN community.The impact of the environmental issues originally divided into the sociocultural category has reached a critical level,and it continues to be the focus of the socio-cultural community.This will undoubtedly impact the rate at which infrastructure and other construction projects are being completed,therefore it is imperative that the ASEAN environmental community be formed and promoted.As a result,ASEAN will be more closely linked.Instead of using the ASEAN community to describe a goal that the member countries will achieve,the ASEAN community's fate as an appellation is more appropriate.ASEAN's ten countries are tightly linked through economic,social,cultural,political,and environmental issues.Together,although there are still differences on some issues,it is only because ASEAN is still in the development stage and has not achieved full recognition;Like an infant,only the basic shape is present.Whether they are mentally or functionally still lacking,they need continuous development to mature.The development of the “ One Belt One Road ” will undoubtedly provide the infant with abundant nourishment and will spread around the world.When nutrients are transported to Southeast Asia,more cooperation among member states will be carried out to increase mutual trust and achieve collective identity and regional identity.The construction of the ASEAN Community will also undergo a substantial breakthrough.
