A Study On The People-people Diplomacy Between China And Asean Under The Initiative Of "The Belt And Road"

Since China put forward the "The Belt and Road ",it has received a general response from the international community,so far more than 100 countries and international organizations around the world have actively supported participation in the " The Belt and Road " construction,and countries have been able to complement each other's strengths and benefit each other.The primary partner of the " The Belt and Road " is the neighboring countries and regions,and the primary beneficiaries are also neighboring countries and regions.ASEAN,which is close to with China's mountains and waters and is accompanied by the rise and fall,is the key direction and key region of the construction of "The Belt and Road ".In recent years,China and ASEAN have achieved fruitful results in policy communication,facility connectivity,smooth trade,financial communication and people-to-people communication,and the willingness of the two sides to deepen cooperation has become stronger,which can be regarded as a banner leading the regional cooperation in East Asia.However,it should not be ignored that the current ASEAN on the "Belt and Road" initiative still has many doubts and misunderstandings,relying on official diplomacy has not been able to fully spread China's peaceful development,good-neighborly and friendly ideas,in order to dispel doubts,ease public opinion,access to a broader social identity to help the "The Belt and Road " construction,Then it is very important to lay a solid foundation for the construction of the China-ASEAN Destiny Community and to promote the people-to-people diplomacy.Xi Jinping stressed that "in the new stage of the new century,the task of people-to-people diplomacy is more onerous,more prominent and the stage is wider,and it should play an advantageous role,open up more channels of communication and create more platforms for cooperation." The driving force behind the sustainable development ofChina-ASEAN relations lies in the people.The people play an important and unique role as a bridge to carry out exchanges and cooperation and promote the common people's hearts.As an important part of the diplomacy of major countries with Chinese characteristics,people-to-people diplomacy,because of its variety and wide range of fields,has played an important role in influencing ASEAN public opinion and promoting the formation of a consensus on the "The Belt and Road " construction in various sectors.In addition,in the current international cooperation in the fight against the outbreak of new crown pneumonia,the people of all countries work together to overcome difficult,convey profound warmth and friendship,but also in deepening the world people's sense of identity in the community of human destiny has played a positive role.First of all,this paper tries to put forward a new definition of the concept of contemporary Chinese people-to-people diplomacy,on the basis of clear people-to-people diplomacy connotation,its theoretical basis,the characteristics of the times to think rationally.Secondly,to explore the implementation of China-ASEAN people-to-people diplomacy under "The Belt and Road ",and to clarify that in the course of its development,it is faced with external challenges such as the structural contradictions between China's rise and ASEAN,the traditional and non-traditional security issues,and the differences between the religious cultures of China and ASEAN,but also the lack of coordinated management of people-to-people diplomacy.The internal obstacles such as the low consciousness and literacy of national diplomacy and the weak ability of people-to-people diplomacy of social organizations.Third,in order to better promote the development of China-ASEAN people-to-people diplomacy,one is to adhere to the goal of increasing confidence and understanding,building the China-ASEAN Destiny Community,building the pattern and mode of operation of people-to-people diplomacy with Chinese characteristics,third,focusing on strengthening the construction of civil society organizations and personnel,and fourth,to actively expand channels and improve the layout of foreign exchanges.To further promote "The Belt and Road " and lay a solid foundation for the construction of the China-ASEAN Destiny Community.
