Since The Reform And Opening Up, The Chinese Communist Party's Culture Of Integrity

The integrity culture has been a long-established tradition of the Communist Party of China(CPC).It refers to the sum of theories,working styles and systems pertaining to the Party’s integrity and the attitude,behavior and value orientations that are required of its members.Being an important component of the Party’s political culture,the integrity culture as well plays a leading role in building the integrity of the entire Chinese society in that it is not only a culture of morality and social values,but also,more importantly,a culture of political norms.It governs the Party members’ moral character,value standards and conduct,and provides a crucial cultural support for the strict and comprehensive administration of the CPC in the new era.On October 18,2015,the CPC Central Committee issued the " Guidelines for Integrity and Self-discipline of the Communist Party of China ".This is the "basic laws and regulations that govern the integrity and self-discipline of the whole party as it is the first party to consistently guide and serve all party members since the party took office." The promulgation and implementation of the "Guidelines for Integrity and Self-discipline of the Chinese Communist Party" not only embodies our party’s high regard for the value of integrity,but also provides an important theoretical basis and institutional guarantee for the development of the CPC’s integrity culture.The culture of integrity is an objective existence.It has always been a social proposition that has been explored in ancient and modern times.Ancient Greek philosophers viewed integrity as a value concept of "good virtue" or "justice," giving it a rational meaning.Ancient Roman thinkers ensure the integrity of the power holders from the standpoint of separation of powers,and gradually open up a cultural path that restricts people’s corrupt behavior by relying on laws,regulations,and checks and balance of powers.The integrity culture of the CPC draws chiefly on two great sources: the Chinese tradition on integrity and the Marxist concepts of integrity.The former abounds with integrity thoughts such as “cultivating integrity through virtues,” “promoting integrity through laws,” “serving the people with diligent government,” and “advocating thrift and prohibiting greed.” Hence,it constitutes the intrinsic “gene” for the development of integrity culture.The latter is manifested mainly in the integrity thoughts of Marx,Engels,Lenin,Mao Zedong,and other Marxist writers.We have been committed to “Strengthening the foundation and clarifying the origin” and “retracing the root to make innovations.” This means adhering to the two basic sources,we are to constantly explore the new connotations of the integrity culture in order to revive the Chinese tradition and Marxism in the new era.Since the reform and opening up,relying on two theoretical sources,the CPC’s integrity culture has continuously opened up new realms of theory and practice,and has formed some new ideas on honesty,further enriching and deepening the ideological and theoretical connotation of the CPC’s integrity culture.Especially since the party’s 18 th National Congress,the Central Party Committee with Comrade Xi Jinping as the core has persisted in fighting with “flies” and “Tigers” and launched heavy blows to punish corruption.It has achieved remarkable results and has built up "Not daring to corrupt" "Can’t corrupt" "Do not want to corrupt" framework of the integrity culture developing.Although the Communist Party of China has achieved remarkable development achievements since its reform and opening up,it also faces enormous risks and challenges.Faced with the various temptations in the market economy environment,some party members and cadres began to relax their demands on themselves,renounced the Party’s purpose,gradually immersed in hedonism and extravagance,unable to extricate themselves and step by step into the abyss of corruption,became the "mites" of the party and the country and the public enemy of the people.The practical challenges faced by the Chinese Communist Party’s integrity culture since the reform and opening up were as follows: Party members and cadres were not convinced of their ideals and convictions,lost their political beliefs,their sense of purpose was weak,their ideas were backward,and their outlook on life was distorted.Therefore,on the basis of facing problems,this paper aims to eradicate corruption and aims to build an integrity culture of "Not daring to corrupt" "Can’t corrupt" "Do not want to corrupt",the theme of "CPC’s Honest Culture since the Reform and Opening-up" was discussed in depth.This paper is divided into seven parts: First,the introduction;Second,the theoretical analysis of the CPC’s culture of integrity;Third,the structure and function of the CPC’s culture of integrity;Fourth,the development of the CPC’s integrity culture since the reform and opening up;Reference;Sixth,the construction path of the Chinese Communist Party’s clean culture in the new era;Seventh,the conclusion.The introduction of this article is divided into four parts.The first part is the research background and the significance of the topics.The second part is the research frontier dynamics at home and abroad,including domestic research status and foreign research status.The third part is the research ideas and research methods.The fourth part is the possible innovation and research difficulties.The first chapter analyzes the fundamental theory of the CPC’s culture of integrity.This chapter first analyzes the concepts related to the integrity culture of the Chinese Communist Party,and discusses the theoretical connotation of concepts such as the integrity culture and the integrity culture of the Communist Party of China.Analyzed the CPC’s integrity culture and integrity political Culture,the CPC’s integrity culture and Political Culture of the CPC,the CPC’s integrity culture and Social Culture.Secondly,analyzed the theoretical origins of the CPC’s integrity culture,which is the Marxist concept of integrity culture and Chinese traditional integrity culture.Thirdly,raveled the essential attribute of the CPC’s integrity culture,that is,the CPC’s integrity culture is a kind of moral culture;the CPC’s integrity culture is a kind of social value culture;the CPC’s integrity culture is a political standard culture.Fourthly,explained the distinct integrity culture.This chapter first explored the structure of the CPC’s integrity culture.According to the theory of cultural structure,the basic characteristics and intrinsic properties of the probity culture of the Communist Party of China,the CPC’s integrity culture structure is divided into "three types" and "two types"." Three levels" refers to the material level,normative level,and spiritual level of the CPC’s integrity culture structure.This is the "warp" of the CPC’s integrity culture.the "two types" refer to the integrity culture of party members and the integrity culture among party members and cadres.This is the "weft" that analyzes the integrity of the CPC’s cultural structure."warp " and "weft" constitute the basic outline of analyzing the cultural structure of the CPC’s integrity.Secondly,summarized the functions of the CPC’s clean culture in the governance of the party and the country,namely education guidance,optimization and innovation,critical correction,and regulation and maintenance.The third chapter is the present situation of the development of the CPC’s integrity culture since the reform and opening up.According to the "summary of experience-problem induction-reason analysis" research path,this chapter firstly analyzed the concrete manifestations of the CPC’s integrity culture development since the reform and opening up,including the implementation of the “combination of punishment and prevention” anti-corruption policy,the improvement of the integrity of party members and cadres to improve the integrity of party members,and the importance of the system in the construction of a clean culture.Clarified the responsibilities of the Party Committee and the Disciplinary Committee to promote the development of an honest culture.Secondly,summarized the practical challenges faced by the Communist Party’s integrity culture since the reform and opening up,including the unsteady ideals and beliefs of party members and cadres,the loss of political beliefs,the weak sense of purpose,the backwardness of ideas,and the distorted outlook on life values.Thirdly,according to the economic,political,institutional,and cultural analysis perspectives,the causes of the CPC’s integrity culture challenge since the reform and opening up were analyzed.The four chapter is comparison and Reference of integrity culture in China and Abroad.The political parties,countries,and regions with typical characteristics in the world are selected from the positive and negative perspectives to sum up the experience and lessons of these local integrity culture constructions in order to reveal their enlightenment significance to the construction of an integrity culture of the CPC.First of all,summed up the experience and lessons of the construction of a clean culture of the Chinese KMT.Secondly,the experience and enlightenment of the Singaporean People’s Action Party and Hong Kong’s(along with the Confucianism cultural circle in mainland China)probity culture construction were explained.Finally,analyzed the cleanest countries in the world(positive examples)-Denmark,Finland,Sweden,the construction of clean culture and experience.The five chapter is the construction path of the integrity culture of the Communist Party of China in the New Era.Focusing on the goal of "Not daring to corrupt" "Can’t corrupt" "Do not want to corrupt" cultural development of integrity,the four-dimensional view of the Communist Party’s clean culture in the new era has been proposed from the four dimensions of economy,power,system,and education.The first part of this chapter proposes to strengthen party members’ integrity education,including improving the construction of a clean and honest education;promoting the construction of a clean and honest education object;enriching the content of honest education and innovating in an honest and clean education;and optimizing the environment for integrity culture education.The second part of this chapter proposes to strengthen the construction of a clean and honest system,including establishing a complete system of anti-corruption laws and regulations in the party;building a complete system of power control and supervision;and establishing a scientific system for selecting and employing people.The third part of this chapter proposes to improve the operating mechanism of political power,including the establishment of a scientific decision-making mechanism;the implementation of a strong enforcement mechanism;a sound and effective monitoring mechanism.The fourth part of this chapter proposes to properly handle the relationship between the rightful interests of the Party members and cadres and their integrity and self-discipline,including perfecting the system of open disclosure of Party members’ cadres’ property;improving the guarantee and incentive mechanism for Party members’ cadres’ reasonable interests;and creating a new type of "close" and "clean" new-style political and business relations.The conclusion part summarized the full text,summed up the possible research results,and looked forward to the prospects for the future development of the CPC’s integrity culture in the new era.
