Role,Rationality And Behavior,Research Of Foreign Policy Analysis Framework

Globalization had made a huge contribution to the way of interaction between different countries,peace or war is not the only option while cooperation turns out to be a better choice for most foreign policy makers since 1990 s.At the same time,participation in the international society of developing countries like China,India have been improved to a considerable extend,new content of interaction and new requirement from different countries might necessitate rethinking that whether state can be defined simply as a benefits first actor,further,rethinking the preference of foreign policy.The purpose of this article is to explore and establish a new theoretical frame to face the challenge brought to the traditional theory,and to better understand foreign policy in a comprehensive way.This article divides into five chapters,chapter 1 is to define and discuss the core concepts,including identity,role identity,role and rationality of state,this chapter also tries to conclude the primary theories which will be served as the theoretical support.concepts talked above often misused in research,but they are three totally different words not only in the study of international politics,we use role and identity to analysis foreign policy,only role have directly contribution to policy,so it has the advantages over identity.Besides,role of countries has both unit attribute and system attribute,it is important to link role and active together when we are dealing with foreign policy.Rationality in traditional international politics theory is now breaking up the international practice,we have to avoid the simplistic hypotheses and return to the origin of it.Primary foreign policy theories are role theory and rational choice theory,the former believes practice norms and aims of actors are naturally bond to its role,and the latter theory convince that a country is always chasing self-interests maximization.This article will challenge these two ideas and try to revise them.Chapter 2 presents the reasons of choosing role and rationality as key variables.Role is not of certain relation to the behavior preference,but it can be linked with the purpose of action,in that case,this paper designed to set basic role and mission role to present different functions,the two types of role can also support each other.Rationality do not have causal link with action,while it can be helped to understand the reason of choosing particularly behavior,like rational people,rational country can be explained by its rationality.We can interpret state's rationality by its political culture,practice experience,and also need to combine with the characteristic of international system and international norms.Both material factors and concept factors have effect on the consequence.In chapter 3,we have summarized the changes that have taken place in the current international political reality.International system has less effect on the state since its stability weakened,so there is more option for policy makers to choose,like to cooperate with both old enemies and friends.In that case,foreign policy theory also has to make a change to meet the new requirements.This paper presents a new theoretical frame called “role,rationality and behavior” foreign policy analysis framework based on the perspective of eclecticism,and in this part,I will explain its main content,interpretive principle and its boundary.Chapter 4 is going to testify this RRB framework by the fact of Sino–US trade conflict in 2018,we are going to explain the reason why American government chose to start a trade war with China,and to try to predict the trend of American trade policy to China in the near future.This part also includes the review of RRB framework,there are some problems to be solved due to the eclecticism perspective and design itself.The last chapter is the conclusion part,in this part,which sums up the main idea of the article,and try to present the prospect of future research.
