Research On The Political Culture Within The Communist Party Of China

The definition of the concept of political culture defines the boundary of the concept of political party culture.The definition of the concept of political party culture also points out the scope of the definition of the concept of political culture within the party of the Communist Party of China(hereinafter referred to as political culture within the party).The inner-party political culture is the inner-party political psychology and the accumulation of inner-party political psychology which influences and determines their political behavior patterns and is formed by the CPC and its members in the process of inner-party political practice and socialization through political cognition,emotion and evaluation of the inner-party political phenomena.The inner-party political culture is not the water without a source and a tree without roots.Its emergence and development have rich theoretical origins.Marxist political and cultural outlook provides important theoretical guidance for the emergence and development of the intra-party political culture.Chinese traditional political and cultural outlook provides an important theoretical soil for the emergence and development of the intra-party political culture.Western capitalist political and cultural outlook provides an important theoretical reference for the emergence and development of the intra-party political culture.As a complex ideological organism,the inner-party political culture can be divided into general structure and special structure.The general structure of the intra-party political culture is the basic structure or common structure of the intra-party political culture.It can also be called the generating structure of the intra-party political culture.It consists of three parts: the generating subject,the generating process and the generating object of the intra-party political culture.The special structure of the intra-party political culture is the expanded structure or individual structure of the intra-party political culture,which is manifested in the various intra-party political cultures and their interrelationships.From the perspective of the generating subject of the inner-party political culture,the special structure of the inner-party political culture consists of two parts: the inner-party individual political culture and the inner-party group political culture;from the perspective of the generating object of the inner-party political culture,the special structure of the inner-party political culture consists of three parts: the inner-party system culture,the inner-party process culture and the inner-party institution culture;from the perspective of the generating time of the inner-party political culture,the special structure of intra-party political culture consists of three parts: the intra-party political culture in the revolutionary period,the intra-party political culture in the constructive period and the intra-party political culture in the period of reform and opening up;from the perspective of the degree of influence and decision of the intra-party political culture on the political behavior pattern of the party members,the special structure of intra-party political culture consists of the intra-party political psychology and the accumulation of the intra-party political psychology.The elements of the general structure of the intra-party political culture and their mutual relations determine the general functions of the intra-party political culture to a large extent,namely,maintaining intra-party political relations,influencing intra-party political institutions and guiding intra-party political behavior.The components of the special structure of the intra-party political culture and their mutual relations also determine the concrete realization of the general functions of the intra-party political culture to a large extent.In other words,the special function of the intra-party political culture is the concrete embodiment of the general function of the intra-party political culture in different types of the intra-party political culture.Since its establishment,the CPC has formed excellent intra-party political culture which takes loyal view,pragmatic view and incorruptible view as its core in the long-term intra-party political practice and the socialization of intra-Party politics.These excellent intra-party political culture are outstanding manifestations of the existing achievements in the construction of the intra-party political culture.However,due to the influence of unfavorable factors at home and abroad,inside and outside the party,as well as subjective and objective factors,there are still vulgar and decadent political cultures in the current inner-party political culture,which mainly include the ideas of "official standard",superstition,inner-party liberalism and "hidden rules" and so on.From the perspective of the generating subject of the inner-party political culture,the main reasons for these vulgar and decadent inner-party political culture are the decline of some party members' ideals and beliefs,the weakening of some party members' consciousness of rules,and the need for the further improvement of the level of "official morality" of some party members.From the perspective of the generating object of the inner-party political culture,the main reasons for the formation of these vulgar and decadent inner-party political culture are the influence and guidance of backward,decadent and excessively advanced ideas which are incompatible with the party's character,the stimulation and influence of the unhealthy factors in the working and living environment of the party members,and the absence of institutional norms and restrictive functions caused by loopholes in the construction of inner-party laws and regulations.To build good inner-party political culture,we need to start with the generating subject and the generating object of the inner-party political culture.In order to construct good inner-party political culture from the perspective of the generating subject of the inner-party political culture,it is necessary to strengthen the ideals and beliefs of the party members,as well as to promote their "official morality" level and to strengthen their awareness of rules.To construct good inner-party political culture from the perspective of the generating object of the inner-party political culture,it is necessary to weaken the influence of bad thoughts on the spiritual world of the party members,as well as to purify the working,living and social environment of the party members,and to improve the loopholes in the formulation,implementation and change of the inner-party laws and regulations.
