Study On The Agricultural Family Management Thoughts Of The Communist Party Of China(1978—2017)

At the Third Plenary Session of the 18 th CPC Central Committee,it was proposed to adhere to the basic positiaon of family management in agriculture,promote joint development of family management,collective management and enterprise management,and innovate agricultural management modes.As an organic part of the agricultural management mode,agricultural family operation plays a crucial role in fully mobilizing the enthusiasm,initiative and creativity of hundreds of millions of famers in production,releasing new driving forces of agricultural and rural production in China,and constantly changing the outlook of agricultural and rural development in China.After the founding of new China,the construction of socialist modernization with Chinese characteristics in the process of the great,the Communist Party of China leads hundreds of millions of peasants in the rural agricultural modernization construction of socialism with Chinese characteristics,to seek truth from facts,the ideological line throughout,based on the primary stage of Chinese characteristics socialism,the state of the social situation and agricultural situation.The Communist Party of China combined the development practice with the theory of Marxist agricultural reform,formed the so-called ‘the Agricultural Family Management Thoughts of the Communist Party of China '.In this paper,the Agricultural Family Management Thoughts of the Communist Party of China,there are five characteristics: the ideological guarantee of China's agricultural reform,the unity of the ideological line of truth-seeking and the spirit of reform and innovation,the inheritance and innovation of the basic theory of Marxist agricultural reform,the combination of the mass line and the respect for the people's initiative,a ‘dynamic concept'that keeps pace with the times and the development of change.It is the effective solution to China's ‘three rural issues' in the 40 years of reforming and opening up of the Communist Party of China,promoting the liberation of agricultural productive forces in China,moderning agriculture,rural areas and famers in China,and then exploring a suitable basic theotetical basis for China's national conditions,social conditions,agricultural conditions,the integtation of urban and rural national rejuvenation road.This paper focuses on the historical development and theoretical innovation,and explores the development process,theoretical core,basic connotation and practical innovation of the CPC's agricultural family management throght.At the level of historical development,the development goal of China's agricultural and rural modernization is taken as the main clue,which can be divided into five stages;from the early days of the founding of New China to the eve of the Third Plenary Session of the Eleventh Central Committee of the Party which is the exploration stage of the agricultural family management system.In the process of agricultural cooperative movement and people's commune movement,agricultural family management experienced the process of ‘retention– stagnation – demise'.from the Third Plenary Session of the Eleventh Central Committee of the Party to the 14 th National Congress of the Communist Party of China which is the innovation stage of the reform of the agricultural family management system.Taking the new political system as the starting piont,it gradually replaces the people's commune management mode;from the 14 th National Congress to the 16 th National Congress of the Communist Party of China which is the market-oriented connection stage of the agricultural family management system.Under the role of the reform of the socialist market economy system,the role of the combination of the system of agricultural production and management and the integration of the sub-sectors should be brought into fully play to realize the organic connection between the farmers and the market diversification of demand;from the 16 th National Congress of the Communist Party to the 18 th National Congress of the Communist Party of China which is the ‘agriculture,rural areas and farmers' guiding stage of the agricultural family management system.By eliminated agricultural taxes and fees and other measures to reduce the burden on hundreds of millions of peasant people,and continuously expand the development goals of agricultural family management;from the 18 th Party to the present which is the institutioin change stage of the agricultural family management system.With the support of the external support of agricultural socialization services under the impetus of the reform of ‘separatioin of powers',the agricultural family management system has been continuously enriched and improved in new development opportunities.This article is about the rich connotation and theoretical innovation of the Communist Party of China's agricultural family management,altogether three chapters content,mainly elaborated the agricultural family management about ‘four experiences',‘three connotations' and ‘three innovations'.The Communist Party of China's agricultural family management‘four experiences' includes: adhering to the core leadership of the party and combination it with the initiative of the peasants.Following the Marxist principles of dialectical unitybetween productivite forces and production relations.Granting famers two rights to engage in agricultural production and management.Giving full paly to the initiative of the government,the peasants and the market.The Communist Party of China's agricultural family management ‘three connotation' includes: Ownership,contracting right and management right which called ‘separatioin of three rights',self-management,voluntary labor and independent management called ‘triple duty',political action,social action and economic actioin ‘three effects are united in one'.The Communist Party of China's agricultural family management ‘three innovations' includes: cultivating diversified subjects of agricultural family management;improving social services for agricultural family management,and improving the institutional system for agricultural family management.Finally,this paper explores the theoretical value of the Agricultural Family Management Thoughts of the Communist Party of China that has enriched the theoretical system of socialism with Chinese characteristics,it is an important component of the theoretical achievements in Sinicization of Marxism,and for the treasure house of Marxist theory added fresh content of the Times.
