With the advancement of information technology and the development of various industries,electronic services have been widely used in many fields.Among them,e-government is the use of modern information technology and network technology by government departments and related institutions to collect and process personal data and provide corresponding services for citizens to achieve efficient,transparent and standardized electronic office;e-government makes government work more open and transparent Simple and effective,it provides better services for enterprises and citizens,and reconstructs the relationship between government,enterprises and citizens.However,due to the uncertainty of network information and the relative lag of government protection,e-government plays a key role in promoting public services and promoting economic development.At the same time,its information privacy issues are becoming more and more obvious;such as system intrusion,cyber attacks risks information disclosure and privacy violations reduce the efficiency of e-government operations and threaten the privacy of public information.In this context,Saudi Arabia is used as an example to investigate the privacy concerns and privacy disclosure intentions of e-government with surveys,case studies and empirical analysis.In order to clarify the relationship between user privacy concerns and privacy disclosure intentions in the context of e-government,firstly,this paper reviews the related research on privacy and e-government,on the one hand,this paper reviewed the concept of privacy,privacy trust,privacy calculation theory and dissemination of privacy management.On the other hand,the security and privacy of e-government,the key requirements of e-services,the success factors of e-government,the concept of information privacy and trust and its relationship with e-government are discussed.Secondly,based on the current status of privacy in e-government in Saudi Arabia,this paper focuses on the privacy,regulatory measures of e-government and the e-government projects in Saudi Arabia.Thirdly,based on the literature review and case study,this paper puts forward relevant hypotheses,constructs two models,one is the impact model of privacy policy on privacy risk concern and trust,the other is the user's personal privacy disclosure willingness model when using e-government services,using network survey to collect 268 samples,Using SPSS and SEM to analyze data and verify hypotheses,and explaining the relationship between user privacy concerns and privacy disclosure intentions in e-government.Finally,this paper summarizes the main conclusions,proposes management implications,and looks forward to future research directions.The study found that:First,the privacy policy has a positive impact on trust.A clear and transparent privacy policy helps organizations to establish good relationships with consumers.The government should first define the privacy policy before fully developing the trust and confidence of users.Second,the privacy policy has a negative impact on privacy risk concerns,and a strong and powerful privacy policy will significantly improve users' conservative attitudes about information sharing and privacy disclosure risks.Third,government regulation has a positive impact on trust.Government regulations such as disclosure,sharing and use of personal information must be enforced to increase the willingness to use users' information,thereby enhancing users' trust in the relevant privacy policy protection laws.Fourth,government regulation has a negative impact on privacy risk concerns.Clear and effective laws and regulations reduce users' fear of privacy policy,that is,the quality of the law will effectively motivate users to provide personal information.Fifth,privacy risk concerns have a negative impact on trust.When the perceived risk of users after sharing personal information is strong,the degree of trust will be reduced accordingly,which will affect the degree of personal information disclosure.Sixth,trust has a positive impact on the privacy disclosure revenue.Users will perform simple income risk calculation when information disclosure,and trust will adjust the user income calculation.Seventh,privacy risk concerns have a negative impact on the benefits of privacy disclosure,and high-risk attention will reduce the perceived benefits of users.Eighth,the privacy disclosure revenue has a positive impact on the willingness to disclose personal information.Users will increase the quantity and quality of information disclosure when the perceived benefit of personal information disclosure is high.Ninth,trust has a positive impact on the willingness to disclose personal information,and the user's degree of trust in government protection policies and information environment will directly disclose the user's information.Tenth,privacy risk concerns have a negative impact on the willingness to disclose personal information reduce the user's perception of the risk of the policy environment and technical environment,and will increase the willingness of users to disclose personal information.
