Emergency events are not expected,but visited every year,which is caught off guard without warning.In recent years,the frequency of emergencies has been increasing worldwide,and the harm and losses caused by them have also increased.In order to avoid and reduce casualties and economic losses as much as possible,it is necessary to focus on the facilities locating in the emergency management process.Emergency facilities planning and design is the basis of emergency response efficiency,and the defects of their location layout cannot be compensated by the later emergency management.Therefore,in the research of facility location,how to make reasonable emergency facilities layout is the key to reduce the loss of emergencies.At present,the research of emergency facilities location is not consummate,of which most are in the theory stage of the decision-making mechanism for specific scenarios.It pays less attention to the essential differences in the decision-making mechanism for emergency events with different causes.Especially for the scenarios of differentiated demand caused by emergencies,the factors that affect the decision-making mechanism of emergency facilities and their interactions are also different.Therefore,this research takes the needs of differentiation as the background,and studies the influencing factors of the emergency facility location decision-making mechanism from different perspectives to understand and clarify the correlation and interaction between these factors.The full text of the research is as follows:First of all,the thesis explores the influencing factors that affect the decision-making mechanism of the location of emergency facilities for natural causes and social causes.The first part is to address the location of emergency facilities due to natural causes.Taking the source of demand services as the starting point,considering the number of facilities as an important indicator of the robustness of a hierarchical facility system,it is often subject to budget constraints,facility levels,and other factors.The effect of this phenomenon,which is expressed as a variable,is studied on the facility location decision-making mechanism based on the source of service demand.Additionly,the situation that the demand will be delayed due to the failure of facilities to provide corresponding services to all nodes at the same time,the emergency facility location mechanism covered by the backup service was introduced.The decision mechanism of the facility is analyzed and explained by a mathematical model constructed.Secondly,the second part in view of the location of emergency facilities due to social causes,combined with the construction strategy selection of facilities,the dynamic game location decision mechanism under limited resource allocation is studied;and according to the types of services provided by facilities and facilities The importance of the theory is different at each level.The mechanism of dynamic game facility location decision-making under the background of differentiated demand is studied.Based on the description of mathematical language,a theoretical model is constructed,and theoretical analysis is provided to provide theoretical support for subsequent research.Thirdly,the thesis improves the solution method of the location of emergency facilities.This process is mainly to improve the accuracy and efficiency of the solution.Through the coding of the algorithm,the operation steps,and the design of the subfunctions under the constraint specification,the time complexity of the problem is reduced,the convergence of the algorithm is improved,and the solution process is optimized and improved.For a facility location problem with more hierarchical structures in a real situation,by considering more mathematically unspeakable constraints,a complete set of instrumented solution methods are provided.In the end,the paper selects two types of causal emergency facilities location mechanisms,clarifies the correlation among the factors influencing each of the genesis perspectives respectively,and optimizes the decision-making model of the location of emergency facilities based on their potential relationships to explore the changing regular between economic cost and coverage efficiency.Through case analysis,reasonable and meaningful results are obtained,which provide a theoretical basis for how facilities can more effectively serve demand in the context of differentiated demand.In addition,the solution algorithm is improved according to the characteristics of the optimized model.The results show that the improved algorithm that could improve the solution efficiency has strong theoretical significance and practical value.Due to the phenomena in the real situation,the thesis established the mathematical model of emergency facility location for multi-level requirements.In order to solve the deficiencies in the hierarchical problem-solving process,the general structure solution was designed to realize the optimization of hierarchical facility location decision.The simulation results show that the model and algorithm established in the thesis are feasible and effective and provide a more detailed systematic research direction for the subsequent theoretical development.
