The Research On The Assistance Of Chinese Social Organizations To Africa Since The Reform And Opening-up

The Communist Party of China is a political party that seeks happiness for the Chinese people and strives for the cause of human progress.It has always taken it as its mission to make new and greater contributions to mankind.Since the founding of the People's Republic of China,while working on its own development,China has consistently provided assistance to developing countries in economic difficulties to the best of its ability,undertaken corresponding international obligations and made positive contributions to south-south cooperation and the common development of human society."State-to-state relations lie in amity between the people,and amity between the people lies in heart to heart." While strengthening inter-governmental cooperation,the Communist Party of China and the Chinese government have actively promoted non-governmental exchanges and cooperation between China and other countries.As an emerging force,social organizations have attracted more and more attention in Chinese foreign aid and friendly cooperation with other countries.Since the reform and opening up,social organizations in China have developed rapidly and made great contributions in integrating social resources,eliminating social conflicts and promoting social development.From the experience of developed countries and regions,foreign aid through social organizations is not only an important way to improve the effectiveness of aid,but also an inevitable choice for the international development of social organizations.At present,with the development and maturity of Chinese social organizations,their international development has become an inevitable trend,and has made great achievements in practice.On August 21,2016,Opinions on the Reform of Social Organization and Management System to Promote Healthy and Orderly Development of Social Organizations,issued by the General Office of the Central Committee of the CPC and the General Office of the State Council,made it clear that social organizations should be guided to conduct exchanges with other countries in an orderly manner,and should give full play to their supporting roles in economic,cultural,scientific,technological,educational,sports and environmental protection exchanges with other countries,as well as their important role as platforms for non-governmental exchanges with other countries.How to guide social organizations to play a greater role in non-governmental foreign relations is a question that the Chinese government,academia and social organizations need to consider together.Given Chinese social organizations have long experience of aid to Africa,through summarizing the historical process of its assistance to Africa,the field of assistance,the practice mode and the practical tests it faces,it can provide references for Chinese social organizations to participate in foreign aid and play a greater role in China's non-governmental exchanges with foreign countries.In this paper,the relevant theories of Classical Marxism,Chinese Marxism and foreign scholars are used as the theoretical resourcesof research questions.The paper reviews the historical process of Chinese social organizations' assistance to Africa,introduces the activities,analyzes the practical mode and influence,reveals the problems faced by Chinese social organizations,and puts forward countermeasures and suggestions to solve the problems.Frame structure of the paper consists of six chapters.Chapter 1 is the introduction.This chapter mainly introduces the background and significance of the topic,the research status at home and abroad,the research ideas and methods,and the innovation and shortcomings of the paper.Chapter 2 is an overview of Chinese social organizations' assistance to Africa.This chapter first explains the related concepts of social organization and foreign aidand then expounds the macro background of Chinese social organizations' assistance to Africa,including the rapid growth of China's comprehensive national strength,the rapid development of Chinese social organizations,the transformation of China's foreign aid,the deepening of China-Africa friendly cooperation and the lagging economic and social development of Africa.Finally,the historical process of China's assistance to Africa by social organizations is divided into two stages: initial stage and development stage,and the basic characteristics of each stage are analyzed.Chapter 3 is the theoretical resources for Chinese social organizations to aid Africa.The relevant theories of Classical Marxism,such as international cooperation theory,social community theory and economic globalization theory.The relevant theories of Chinese Marxism,such as the theory of foreign aid of the Communist Party of China,the theory of a Community of Shared Future for Mankind,and the theory of charity with Chinese characteristics.The relevant theories offoreign scholars,such as participatory development theory,modern western charity theory and the third sector theory.These theories constitute the theoretical resources for the research of this topic.The work of Chinese social organizations in assisting Africa is guided by the relevant theories of Classical Marxism and Chinese Marxism,and takes the relevant theories of foreign scholars as reference.Chapter 4 is the field of activities of Chinese social organizations' assistance to Africa.The main areas of activities of Chinese social organizations in assisting Africa include humanitarian assistance,medical and health assistance,educational assistance and capacity-building assistance.Although the history of China's assistance to Africa is not long,its assistance to Africa involves many fields and has made remarkable achievements,which provides valuable experience for the international development of Chinese social organizations.Chapter 5 is the influence of the mode of Chinese social organizations in assisting Africa.There are four practical modes for Chinese social organizations to assist Africa,namely,participating in the Chinese government's aid to Africa,cooperating with international institutions,cooperating with Chinese enterprises and independently carrying out aid to Africa.China's assistance to Africa through social organizations has enhanced China's capacity to assist Africa,deepened China-Africa cooperation,raised China's international image,and improved the educational and medical conditions in the areas to be assisted.Chapter 6 discusses the problems and countermeasures of Chinese social organizations' assistance to Africa.The main problems that Chinese social organizations have exposed in their assistance to Africa are their low credibility and weak ability to act overseas.Chinese social organizations' assistance to Africa is also restricted by the domestic and foreign environment,that is,the lack of laws and policies related to foreign aid,the poor public opinion environment of foreign aid,the limited channels of foreign aid funds,the complicated situation of the recipient countries and the poor capacity of docking units.Therefore,it is necessary to enhance the credibility of social organizations,strengthen the capacity building of social organizations' internationalization,improve relevant laws and regulations,create a favorable public opinion environment for aid to Africa,build a funding network for social organizations' aid to Africa,and strengthen the research on the national conditions of the recipient countries.To sum up,the view of scientific paper innovation is:(1)the paper emphasizes the rapid improvement of China's comprehensive national strength,the rapid development of China's social organizations,the transformation and development of China's foreign aid,the deepening of China-Africa friendly cooperation,and the lagging economic and social development of Africa,which are the macro background of Chinese social organizations' assistance to Africa.On this basis,the historical process of Chinese social organizations' assistance to Africa is divided into two stages: initial stage and development stage,and the basic characteristics of each stage are analyzed.(2)The paper stresses humanitarian aid,medical and health aid,education aid and capacity training,which are the main fields of activities of Chinese social organizations in assisting Africa.The mode of cooperation with the Chinese government,international institutions,overseas Chinese enterprises and independent operation are the main modes of Chinese social organizations' assistance to Africa.China's assistance to Africa through social organizations has enhanced China's ability to assist Africa,deepened the cooperation between China and Africa,raised China's international image,and improved the educational and medical conditions in the recipient regions.(3)The paper highlights that the credibility of Chinese social organizations as a whole is not high and the ability to act overseas is not strong,which is the problem of Chinese social organizations' assistance to Africa.At the same time,there are still domestic and foreign environmental constraints in China's aid to Africa,including the lack of laws and policies on foreign aid,the poor public opinion environment,the limited financial channels,complicated situation of recipient countries and weak capacity of docking units.The countermeasures to solve the problem is to improve the credibility of social organization,to strengthen the construction of Chinese social organizations' ability of internationalization,to improve the laws and regulations of the foreign aid,to create a public opinion environment for Chinese social organizations' aid to Africa,to build a funding network for Chinese social organizations' aid to Africa,and to strengthen research on the national conditions of recipient countries.Thus,the innovation of academic viewpoint is achieved on the whole.
