Study On Policy Effects Eveluation Of Chinese International AID Under Symbiotic Perspective

Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has proposed the establishment of a community of human destiny and the Belt and the Road Initiative on many international occasions.He promoted the concept of global governance about wide consultation,joint contribution and shared benefits in international community,and aim to achieve "Two Centenary Goals” and “Chinese dream of great Chinese nation rejuvenation”in China.The world today is in a state of great change in the past 100 years.Many problems are no longer confined to one country.Many challenges are no longer able to cope with the power of one country.At the same time,China is in the best development period in modern times.Synchronous interweaving and mutual agitation.In order to seize the opportunities and meet the challenges,we should pay full attention to international assistance in the field of foreign affairs,implement the unified deployment of the central government,and promote continuous innovation in foreign affairs.As an important diplomatic strategic tool,international aid has emerged since World War II.With the awakening of the third world nationalism and the strategic needs of the US-Soviet hegemony during the Cold War,international aid has become an important foreign policy tool for all countries.In this context,the international aid system has continued to develop,and the corresponding academic research has also been enriched.Academic research believes that international assistance is an important component of international relations,reflecting the development status and future trend of global politics,economy and culture.Many disciplines,such as economics,politics and sociology,have been focusing on this field.Among them,the phenomenon of international aid is more interpreted from the perspective of development economics.Development economics research mainly studies how international aid can effectively promote the economic and social development of recipient countries from the perspective of the development needs of recipient countries.It is consistent with the guiding ideology of China's current international assistance.Under the background of the Belt and the Road of human destiny,China'sinternational assistance is undergoing significant changes and has entered an important transitional period.Therefore,the study of international aid policy in China is of great practical significance.The evaluation of the effect of international aid policy reflects the value orientation of international aid policy.As the guidance of international aid work,international aid policy can be divided into three levels: the first level,with the direct measurement of economic input-output and cost-benefit of production factors as the main evaluation basis,the formulation and implementation of policy focuses on the economic effect of partial short-term input-output;The second level is to measure the comprehensive effect of the combination of factors of different systems and development models as the main evaluation basis.The formulation and implementation of policies are oriented to the medium and long-term effect of systems and development models;The third level is based on the trade-off and decision-making from the comprehensive perspective of converging values under different national conditions.The policy-making and implementation are based on the converging value orientation for the overall strategic direction layout.The "new era" requires China's international aid work to achieve a comprehensive long-term effect.In order to prevent one-sided and short-sighted,the current effectiveness evaluation of China's international aid policy must cover a comprehensive consideration of politics,economy and culture.The symbiotic effect theory of biology will be used to extend the interactive ecological relationship between organisms to the interactive international relations of win-win cooperation between countries.It will help us to understand the ideological meaning of "human destiny community" and help to promote the great initiative of " the Belt and the Road ".The evaluation of the effect of international aid policy from the perspective of symbiosis can highlight and identify the interest motivation and development mechanism of international aid,make the value of resource utilization get a new combination and expansion in the symbiotic relationship,comprehensively measure the comprehensive results of international aid,and provide new ideas and methods for the evaluation of the effect of international aid policy in China.Firstly,this study combs the main theoretical ideas of international aid,reveals the profound influence of ideological evolution on the effect of international aid policy,and puts forward the theoretical value of symbiosis effectin evaluating the effect of aid policy;and then it compares and summarizes the policy effect of international aid practice at home and abroad,and shows that different values are the fundamental motivation of international aid policy,and also the decisive factor of international aid policy effect;and then,from the perspective of symbiosis effect,we can show the two-way interactive benefit effect between donors and recipients,carry out qualitative and quantitative analysis of China's international aid,and study the empirical results;Finally,the paper gives the system construction scheme of China's international aid from the perspective of symbiosis effect,and its application value in the evaluation of the effect of international aid policy.This study proposes that the effect is the best when both sides of aid have the conditions of symbiotic effect,so symbiotic effect should be used as the evaluation perspective of international aid policy effect,select the appropriate level of symbiosis,and use quantitative evaluation.At the same time that the recipient countries obtain practical benefits,the donor countries can achieve relatively long-term and predictable strategic results by leading the values in the development mode and direction of the recipient countries.The diplomatic concept of "mutual benefit and win-win,common development" in the new era is not only the concrete manifestation of the theory of symbiosis effect,but also the unique value perspective and policy orientation of China's international aid which is different from other aid countries.The innovation of this paper is as follows: first,from the perspective of symbiotic effect,it constructs three levels of theoretical and logical analysis framework of aid dominant thought,and completes the correspondence between the theoretical level of aid thought and the type of practice;Second,on the basis of normative research and empirical research,using the three in one comprehensive research methods,such as theoretical combing,historical experience comparison and panel model analysis,theoretical derivation and quantitative analysis complement each other,so as to prove the rationality of the research conclusion;The third is to put forward the conclusion of more effective policy effect evaluation of aid that meets the conditions of symbiosis effect,and on the basis of symbiosis,to build the governance system and policy effect evaluation system framework of international aid,which provides a new perspective and method for the research of international aid.Adhering to the principle of scientific,systematic and theoretical research,this paper starts from the history of international development aid,and combines the history and the current reality of China's development assistance.Through the horizontal comparison with major western countries,the paper summarizes Chinese philosophy and path of the foreign assistance,and explores new advantages of China's development assistance,which has great academic and practical significances.
