| U.S International Communication is the institutional arrangement of national security in the globalization of public opinions.It is a communication strategy featuring inter-departmental,inter-regional that crosses time and space which integrates the communication resources both inside and beyond the country.Focusing on global strategic audience,involving multi-topics and the multi-function of through different public opinion centers,it aims at safeguarding and promoting the U.S interests and leading position in the worldSince the 1980s,International Communication has been utilized by the US to interfere with the South China Sea issues,especially with its Pivot to Asia Strategy in recent years,the international communication relating to the South China Sea issues has become a significant part of for the US to curb the peaceful rising of China and protect US interests in the Asia-Pacific region.The period from 2009 to 2016 witnessed the globalization and sophistication of the South China Sea issues promoted by the US through the international communication of this issue.In just several years,the US managed to push the relationships between China and the Philippines as well as Viet Nam to the edge of opposition and even confrontations;it expanded the range of attention toward the South China Sea issues from Southeast Asia and East Asia to North America,Australia,South Asia,Central Europe,West Europe and North Europe,etc.The application of policies and strategies by the US in this process is a typical example of the implementation of its strategy of international communicationSuch effects of the US policies in South China Sea issues could be attributed to its strength in military security and economy,etc.,however,the more direct reason behind is the effective and comprehensive application of various policies under the strategy of international communication During the deterioration of the South China Sea issues,the US government,the political elites in the US Congress,scholars from the think tanks as well as the mass media had played their respective roles in system design,leading the public opinion,shaping the mainstream opinions as well as spreading the public opinions in the international communication of this issue.In addition,they posed influences on the security in the South China region,various countries’ policies towards the issue as well as the recognition and attitudes of global public via a series of "Agenda Settings"The interference of South China Sea issues by the US political elites started from the Congress The Congressional motions as well as policies and remarks relating to this issue in the hearings not only fully reflected the transformation of recognition of US political elites as well as the position taken by the US in this issue,but also intensively revealed the interest demands of different interest groups behind the US policies towards this issue,and demonstrated the formation of common ground among the political elites in the two Chambers of the CongressThink tanks,the major power that shape the mainstream opinion in the US,greatly influence the whole process of the country’s diplomatic decision-making.They enjoy rich academic resources,wide channel of communication and great impact on public opinion.In terms of the South China Sea issues,US think tanks play a substantial role in agenda setting,policy consultancy and transmission of public opinionsAs the most conventional and widely-covering transmission channel,mainstream press shapes the popular knowledge and attitude on the South China Sea issues.The variation of relative reports implies the strategy and process of how international communication works in influencing the issue.International conference serves as another major platform of shaping vox populi.By setting agendas of ASEAN meetings and Shangri-La Dialogue,the US molded favorable public opinions Furthermore,the US expects to build a self-dominated Asia-Pacific security order,so as to derail China’ s peaceful rise under the institutional frameUpgrading the traditional approach to spread public opinion,the US creates a mode,which is driven by transmission and supported by diplomatic and military actions,combining public opinions with policies in terms of the South China Sea issues.Given an increasingly complexed situation of South China Sea issues,the legitimacy,rationality and morality of China’s safeguarding the sovereignty are constantly challenged by the US,which impedes the peaceful solution to the South China Sea issuesIn order to clarify how the international communication on US policy appears and works,this paper conducted a systematic research on the US strategy of international communication,so as to get a full picture of its purpose;and moreover,to provide intellectual support for peaceful solution to the South China Sea issues. |
