Research On The Equalization Of Basic Public Digital Cultural Services

The goal of promoting the equalization of basic public cultural services been put forward in the sixth plenary session of the 17th communist party of China central committee.In 2016,"The 13th Five-Year Plan for National Economic and Social Development" explicitly proposed to promote the standardization and equalization once more.Basic public digital cultural services is an integral part of the basic public cultural services and a new form of traditional public cultural services.Under the digital network environment,the transformation to digital can expand the dissemination and enhance accessibility of public cultural services,is a rational choice to build a modern public cultural service system covering the whole society with the help of new technology,and to promote the equalization of basic public cultural services.The information infrastructures been constructed and digital literacy education been implemented in the process of public cultural service digital supply,inaddition,the civilizing function of culture itself,the equalization of basic public digital cultural services not only to protect the people’s basic cultural rights and interests,but also helps to eliminate the digital divide,safeguard social fairness and justice,building a socialist harmonious society.Based on the above understanding,this dissertation along the logic of putting forward the problem,analyze and solve problems.It defines the related concepts,explains the theoretical basis,and analyzes the significance to promote equalization of basic public digital service and related system construction in the current social and economic environment,surveys the status quo of equalization of basic public digital cultural services in China,analyzes the causes of inequality,draws on foreign experience,constructs of the security system of China’s equalization of basic public digital cultural service and puts forward the operation strategy.The main points of the dissertation are as follows:(1)As a practice,equalization of basic public digital cultural services should be guided by scientific theories.The cultural rights theory suggests that the government should provide adequate financial support for equalization of basic public digital cultural services,should pay attention to public participation,to public demand in the service process,in order to improve the utilization of the services to carry out education and training activities for public.According to the theories of fairness and justice,the realization of equalization of basic public digital cultural services needs to establish the system firstly,improve the level of development of public digital cultural services,focus should be placed on those who have difficulties to access services,the equalization is dynamic and relative.The new public service theory suggests that the public digital cultural services function of government should be strengthened,meeting the digital cultural needs of all citizens,setting up the mechanism of citizen needs expression and social participation.(2)In the promotion of national public digital cultural projects and some local digital cultural projects,further improve the construction level of public digital culture and the supply capacity of digital services in China,the gap between urban and rural areas,different groups.have been narrowed to a certain extent.However,this dissertation uses the evaluation index system of equalization of basic public digital cultural services,to implement the evaluation of different regions,urban and rural areas and groups,found that the supply capacity of public digital cultural services is weak in the less developed areas in central and western parts of China and the rural grass-roots,the public digital cultural service for special groups is obviously insufficient in these areas,there is a significant gap with the eastern developed regions and cities overall.The key factors causing unequal problems is the non-equal of system arrangement or lack of related system,including the national long-term different regional economic development strategy,differences in fiscal capacity of local governments in different regions,the public cultural industry lacks special legal support,telecom universal service and information accessibility are developing slowly,etc.Since the realization of equalization can’t do without the needs and utilization of the public,the impact of the microeconomic factors such as the gap between the economic conditions of the citizens themselves,the gap between digital literacy and cultural literacy can not be ignored.Therefore,to realize the equalization of basic public digital cultural services,we must aim at solving these problems.(3)Through the investigation and analysis of foreign practice,it shows that foreign experience can be used for reference to promote the equalization of basic public digital cultural services in China.There are:perfecting the system is the basic guarantee for realizing the equalization,popularizing information infrastructure and improving citizens’ digital literacy are the basic premise of equalization,applying the information accessibility technology is an important means to promote the equalization,balancing service object is inevitable path for the equalization,and developing social cooperation is the necessary helpful power to achieve equalization.(4)According to the principles of government led,multi participation,overall planning and key security,dynamic development,to construct the security system of equalization of China’ s basic public digital cultural services,which consists of four factors:target,object,responsible body and way.It provides a model for the responsible body and the supplier of basic public digital cultural services to promote equalization in china.According to the unequal reality of basic digital cultural service in china,We should take the remote areas,underdeveloped areas,rural grassroots and special groups as the key targets,and improve the supply of basic public digital cultural services to these regions and groups as the target,government departments,public cultural institutions and social forces are the participating subjects and bear different responsibilities,establishing standards and implementing evaluation is the effective way to promote the equalization.(5)The operation of the security system of equalization of basic public digital cultural services need to be promoted from four aspects:system environment,service supply,technology application,humanities and literacy.In terms of system environment,it is necessary to construct a policy system based on equalization;to refine service standards and evaluate the effect of implementation;to establish service equalization evaluation standards and assess the degree of equalization.In terms of service supply,we could change the unitary supply mode of service,develop diversified supply subjects,define the differentiated demand of different groups,and implement the decentralized supply.In the technical application,it is necessary to transform the digital service website to realize accessibility;to promote the development and application of auxiliary technology products.In the humanities and literacy,we need to build an equal organizational culture,cultivate the humanities of staff;to strengthen the education and training of public literacy,improve service utilization.
