Technical efficiency is one of the important indicators to measure input redundancy and output shortage of information service industry.The technical efficiency of Information service industry provides an important basis for weighing synchronous progress among industrialization informatization,urbanization and agricultural modernization in China,and will directly affect the performance of promoting modern service industry and the process of accelerating Chinese information economic.Therefore,in the context of the "Four Modernizations",a study on the technical efficiency of information service industry at the provincial level in China is extremely urgent,which is of great practical significance.The dissertation insists on the combination of static state and dynamic state,quality and quantity analysis,takes the panel data of 30 provinces in mainland China(excluding the Tibet autonomous region due to incomplete data)during the period 2001-2010 as its study sample,and applies both DEA and SFA approaches to investigate the problems such as technical efficiency,total factor productivity growth rule,convergence effect etc.Through the empirical analysis,the main conclusions are listed as follows.Whether DEA or SFA method is used to calculate the static efficiency on information service industry of the 30 provinces in mainland China,all of the conclusions show that the overall technical efficiency level of Chinese information service industry is rather low,an obvious difference of technical efficiencies exists in the three economic zones,namely,the eastern region is the best,the central region is the second,the western region is the worst.Every province experiences a steady and increasing trade.Chinese information service industry has a great potential to enhance its technical efficiency,which should be transferred from east region to middle and west region with further increase.Through the analysis of RTS(return to scale),it can be concluded that 80%of the provinces are in the stage of IRS(increasing return to scale),and an inverse relationship exists between economic development level and RTS.The significance of exploring technical efficiency is that the improvement of technical efficiency puts a positive effect on the economic growth of information service industry.The difference of information service industry's technical efficiency among three regions and within the region is measured by applying the approaches of Gini coefficient and Theil index.The results of the Gini coefficient and Theil index show that provincial gap of technical efficiency continues to shrink.The gap of technical efficiency within the regions dominates provincial differences and the gap of technical efficiency among the three regions is narrowing.There is a notable difference in the mean efficiency values measured by DEA and SFA methods.The value calculated by SFA is obviously smaller than the value calculated by DEA.The dissertation finds the provinces over 70.6%have the same order by ranking the provinces according to the levels of technical efficiency measured by the two methods.Comparing to the result calculated by DEA,the value of technical efficiency measured by SFA may be closer to the actual situation of the provincial information service industry in China owing to the consideration of effect of random error in SFA method.Through the growth of total factor productivity calculated by Malmquist index and SFA method respectively,the results show that technical change is the main force for the total factor productivity improvement,and the rate of contribution of technical efficiency growth is relatively small.In the period of the tenth five-year and eleventh five-year plan,technical improvement drives the total-factor productivity growth of information service industry in China,the effect of technical efficiency improvement is not obvious,and the scale efficiency growth keeps the improvement of technical efficiency.From the perspective of the reason of technical inefficiency(pure technical inefficiency,scale inefficiency)and the slow growth of technical efficiency improvement(pure technical change,scale efficiency change)as well as the RTS,DEA method can complement the shortage of SFA method well.SFA method can complement the shortage of DEA method well in the aspect of parametric test.If only consideration from the level of technical efficiency values to allocate production elements,the application of DEA and SFA together can make non-parametric and parametric approach complement.According to the results of production scale classification of Chinese information service industry,the scale of information service industry production in China is too big,too small,or invalid is not serious from 2001 to 2010,but the overall size of performance status is poor throughout the years.According to the classification results of information service industry development pattern of 30 provinces in mainland China,the number of the provinces in the classification of the high competitiveness with high growth rate,high competitiveness with low growth rate,the low competitiveness with high growth rate,low competitiveness with low growth rate are 11,3,13,3 respectively.By the convergence effect analysis of the information service industry technical efficiency and total factor productivity growth for the eastern region,the central region,and the western region at regional and local levels,the dissertation concludes the growth speed of the provinces in the low levels of technical efficiency is faster than the ones in the high levels.There exists obvious technological catch-up effect between the less developed regions and the advanced regions,the same as the less developed provinces and advanced provinces within the three regions.By changing the values of capital deprecation ratio for robustness test on original research conclusion,Chinese information service industry technical efficiency and total factor productivity growth have a little change on the concrete numerical value,but still demonstrate the following characteristics:?From the perspective of technical efficiency,the conclusions show that the country level's technical efficiency is rather low.The technical efficiency among the three regions is showing a diminishing trend,namely,the eastern region is the best,and the next one is the central region,the western region is the last.And the scale efficiency is bigger than the pure technical efficiency.The cause of the technical inefficiency is due to the pure technical inefficiency.?From the aspect of total factor productivity growth,the growth of total factor productivity is mainly from technology improvement;the reason of technical efficiency's slow growth is that pure technical efficiency improves insufficiently.Through investigating influential factors of information service industry technical efficiency by SFA(one step method)in six aspects,namely,geographical factors,institutional factors,policy factors,economic factors,education factors,social environment factors,the dissertation finds that Regional Per capita GDP,industry agglomeration,government actions put a significant negative impact.The degree of marketization,foreign directive investment,mobile-phone penetration,Urbanization rate,the population density,and R&D investment have a significant positive impact.The influence potential of higher-level education,integration of Informatization and Industrialization is not fully utilized.The regional difference and time tendency dummy variables show that the technical efficiency of our country's information service industry presents a decreasing pattern from the eastern region to the western region,and a trend of slow increase with time.
