| With the rapid development of information technology, intensive demand for spatio-temporal information resource is exited in construction of national defense and national economic and other fields of social development. Because information resource is a kind of strategic resource, its influence is widely known, and it plays a important role in the government decision-making, business management, and daily life of common people. Especially, with the era of big data coming, more data is opened by government and enterprise, a great amount of spatio-temporal data is generalized by every activity in this modern society. Thus, it is urgent to study how to fuse and use spatio-temporal big data from different fields.Anew trend for national economic mobilization based on the informatization is coming. As a result, there is a new task about precise mobilization. For example, from government aspect, how to deal with informatization-oriented war and emergence event efficiently and precisely based on mobilization. In addition, how to further develop the relationship between military and civilian has become the consideration of national strategy. The national economic mobilization is also facing new targets and tasks.Every single organization or person has the great need for complicated potential mobilization in investigation and management, plan designing, visualization, and simulation, and decision command, whereas these needs are hard to be satisfied by the spatio-temporal information provided only by themselves. The synergistic spatio-temporal information in different levels, fields, regions, and orgazations is becoming obvious trend and choice.With regard to the problems in the national economic mobilization including low efficiency in information recourse usage, lack sense of synergy in information, and low-level in information cooperation, in this thesis, the ecological spatio-temporal information model of national economic mobilization is built, the synergistic method of ecological spatio-temporal information chain in mobilization is designed, and the mechanism about this chain is developed, according to the investigation about the changing pattern of spatio-temporal information in national economic activity and its relationship between person and environment.The contents of this thesis are organized in following four sections.(1) Proposing the concept of generalized information space and developing of ecological spatio-temporal information model of national economic mobilizationThe concept of generalized information space is proposed because the conventional spatial information cannot reflect all the information in the activities of national economic mobilization. Spatio-temporal information in national economic mobilization is studied based on the theory of extension element, employing matter, affair, relationship, and compound element to describe spatio-temporal information in national economic mobilization. Furthermore, the extension model of generalized space information (GSIEM) is proposed.There is little study about ecological chain of spatio-temporal information in national economic mobilization, so we propose the concept of ecological chain of spatio-temporal information in national economic mobilization. From the angle of information ecology, according to the basic elements of ecological system of spatio-temporal information in national economic mobilization, ecological chain of spatio-temporal information in national economic mobilization is analyzed. Model of ecological chain of spatio-temporal information in national economic mobilization (SIEMNEM) is built according to forming mechanism in reasons, conditions, and process, and also the current information model of ecological chain.(2) Developing synergistic method for ecological chain of spatio-temporal information in national economic mobilizationThe reasons of necessity for synergistic method for ecological chain of spatio-temporal information in national economic mobilization are illustrated from three aspects, including the characteristic of activity in national economic mobilization, the features of ecological chain of spatio-temporal information in national economic mobilization, a new demand for efficient mobilization in national economic mobilization. Then, analyzing the corresponding factors for ecological chain of spatio-temporal information in national economic mobilization, and proposing the evolution equations for spatio-temporal information, whose parameters are solved. Finally, investigating about influential factors of ecological chain of spatio-temporal information in national economic mobilization, and proposing measurement system for synergistic degree, including synergistic equality, reliability, timeliness, flexibility, and cost.(3) Developing synergistic mechanism of spatio-temporal information in national economic mobilizationThe mechanism of spatio-temporal information in national economic mobilization is described from management, self-organization, and optimization aspects. Besides, various driven-factors of self-organization about spatio-temporal information in national economic mobilization are studied, including demand-driven factor, society-driven factor, technology-driven factor, inner-driven factor. Furthermore, more features within the self-organization are analyzed, such as non-equilibrium, non-linear, internal fluctuation. The potential problems of management of spatio-temporal information in national economic mobilization are also demonstrated. Finally, drive mechanism for ecological chain and ecological system of spatio-temporal information in national economic mobilization is designed according to their parameters study.(4) Verification for ecological chain of spatio-temporal information in national economic mobilization model, and synergistic method and mechanismEmergency response plan for flash floods and debris flow in Zhouqu is assigned as an example. Two main demands for this emergency are the key points in this study. Ecological chain of spatio-temporal information in national economic mobilization model is built in this case. Synergistic method in the assurance process of spatio-temporal information is tested in this application, and also measurements are refined according to synergistic mechanism, In this way, it proves that our model is scientific, method is practical, and mechanism is effective. |
