Food is an eternal topic since the birth of human society.Food is in some ways equals to human beings.Human beings use food as a source of survival,and it's also being a subject of research.Food quantity guarantee and quality gain are the two major themes of food research.They have different focuses in different historical stages.In modern China,food quantity security has been at the highest level in history,and food quality safety and nutritional security have become one of the social topics of concern to the public at the moment.This study starts from the food quality security dilemma and the current status of governance,focusing on the core contradiction between the scientific indicators of food safety and consumer trust crisis in food safety,from the multiple perspectives of lack of social trust,frequent food safety incidents,and rumours of food safety.This study analyze the subjective "food insecurity"mentality of current consumers and the cause of consumer food safety crisis.On this basis,this study proposes alternative food markets voluntarily organized by consumers based on self-protection of food safety,and then settles into the food production-consumer community environment in B city.Qualitative research methods are adopted,and semi-structured interviews are used.The main investigative tools,combined with structured survey questionnaires,collected primary data to study the factors that influence the behavior and attitudes of producers,consumers,intermediary organizations,researchers,and volunteers in the food safety assurance process.A preliminary study found that in the food production and consumption structure,producers,consumers,and intermediary organizations form a de facto trust community.Producers and consumers base on the exchange of "safe food" as the original starting point and acquaintance relations as the basic bond.Formed a close relationship of trust.The intermediaries here have assumed the function of a trust intermediary.A two-way screening mechanism has been established between producers and consumers.Through the establishment of customary rules and profit-oriented system construction,the food production process has been promoted from the sources.Then,intermediary organizations.through multi-level interactions with producers and consumers,further narrowed the production-consumption relationship and formed a food production and elimination community where the private food is safe and secure.Further research finds that in the trust community,producers,consumers,and intermediary organizations that assume the function of trust intermediary have relatively high consistency characteristics in terms of identity,consumer education,and agricultural versatility.Producers have safe foods.The relationship between the pursuit of production and the consumer's willingness to buy and the ability to purchase has gradually strengthened.The trust under the relationship between food production and consumption and the trust community is strong,but the loyalty is relatively weak.Under the background of the continuous improvement of national food safety governance ability.the food quality in the trust community and the general food market The gap in quality is gradually narrowing.At the same time,the impulse of producers to pursue capitalization and industrial agriculture has always existed.In the environment of technological change,producers and consumers have gradually emerged from the tendency of "face to face" interaction.These factors all affect the stability and continuity of the trust community.In the direct connection between producers and consumers based on the pursuit of food safety,there are signs of looseness in the "decline" of quality(subjective sense of the consumer),and some producers' ability to control the entire food production process has declined.Consumers' trust in producers and food safety may also loosen.This is based on the relationship of acquaintances formed through food security.Under the background of improving national food safety governance capacity,the closeness of production and consumer interaction has declined,and the trust relationship between the two parties has entered,bottleneck.Ultimately,this study combined with field surveys,and believed that the "universal mode" of the trust community can only be formed at a special historical stage.From the perspective of a more long-term historical perspective,the issue of trust in the field of food security will be reviewed and eventually returned to more A universal level of institutional trust.Based on the above research,this study proposes several countermeasures and recommendations for the current China's food safety and security protection from the perspective of public management:First,adopt a safe production method from the food production link,and pay attention to controlling the quality and safety of food from the source,with particular emphasis on Chemical pesticides and other drugs that may endanger food safety.The state needs to increase its support for the development of organic agriculture,green agriculture,and pollution-free agriculture,subsidize the adoption of eco-environment-friendly agricultural species,and pay attention to the multiple values of agriculture to improve the agricultural environment for food production.Second,the combination of universal law and popular science literacy,and paying attention to the latter's work,establish and improve a universal system for consumer education.In the field of food safety,which is a property of public safety,the state conducts popular science education for the public and raises public awareness of agriculture and food.At the same time,we will improve the resource pool of experts at the national and local levels and enhance the authority of the scientific community.Third,improve the level of governance of food safety rumors from a technical and legal perspective and let the truth go ahead of the rumor.Fourth,adopt an open and inclusive policy to accommodate private food security self-protection agencies or organizations,and regularize and legitimize non-governmental food safety protection operations from the perspective of a sound system.Fifth,set up special market access and support policies for small-scale farmers and break the "double exclusion" of small farmers into the food market from the perspective of the government.The main innovation of this research is to start from the disciplines of sociology,public management,and ethics,and use trust as a relatively niche but crucial perspective to examine the current low level of consumer trust in China's food security sector.problem.In terms of research content,this study focuses on the micro-level observation of the split and close of the current production and consumption relationship.Through the trust community formed by food production and consumption,it studies the process of reconstructing consumer food safety trust and the basic elements of trust.In the study,producers,consumers,intermediary organizations and other relevant stakeholders were included in the scope of investigations to form a multi-subject research on consumer food safety trust.At the same time,this study will return to the governance of food safety in the country's modern governance system.It will try to explore the effective path to reconstruct the consumer food safety trust relationship in a wider context and use this as an entry point to reconstruct social trust.A bigger vision.
