Research On The Transformation Of China's Economic Development Mode From The Perspective Of Local Government Behavior

Under the influence of reform and opening-up,the China economy has nearly advanced an annualized 10 percent of GDP growth in the past 40 years,creating a miracle in economic history.However,the long-term extensive economy mode will certainly cause the unbalanced,unequal and unsustainable development of economic society.On one hand,academia deemed that incentive policies implemented by local governments made a great contribution to the economic miracle.On the other hand,academia also criticized that local government ignored the high price paid for the rapid growth.Therefore,transformation in economics with the concept of “innovation,harmony,green,open and share” has become the theme of the China economy era.This paper mainly explores the reason,mechanism and the influence of the local governments' behavior to the transformation in economic development,and then clarifies the key points of economic and government reform at the next stage.This paper has established the theoretical framework about the transformation in economic development patterns influenced by local governments.Based on the externalization theory,it analyzes the cost and benefit of local government and social public.It is considered that the financial,political and environmental incentives implemented by local governments can promote the rapid economic growth,while it can also cause the unsustainable,unequal and unbalanced development of economy.Under the current economic and political system,the development of extensive economy mode benefits the local governments,but it has a significant negative externalization,such as high consumption of resources,environmental damage,the widened gap between the rich and the poor.Although transformation in economic development can realize the sustainable economic development and benefit the social public,it had strong positive externalization and cannot guarantee local governments' short-term self-interest.This suggests that the difficulty of transformation in economic patterns is the unsynchronized development of local governments' self-interest and economic and social benefits.To further promote the development of economic patterns,it is essential to change the ways of incentive policies.This article makes two empirical analysis.(1)It establishes the analytical framework and index evaluation system of the pattern of economic development transformation with "Innovating,coordinating,green,opening and sharing".With the methods of PCA-FA and isher methods,it measures the degree of China's economic development pattern transformation from1990 to 2014.The research shows that,the transformation of economic development patterns degree enhances unceasingly.The trend of the Sharing-development is consistent with the overall trend.The coordinating-development is the most important factor to impede the development of economic pattern transformation.The Innovating-development maintains the rapid growth trend.Green-development and opening-development slow down the pace of economic growth.Therefore,innovating-development takes a leading role in promoting the transformation of economic development patterns.Meanwhile,it is essential to promote the coordinative development of industrial structure,investment and consumption structure,urban and rural structure,and regional structure,etc.Additionally,it should improve the level of opening-up to enhance the economic achievements of social sharing.(2)This paper measures the level of innovating-development,coordinating-development,green-development,open and sharing-development of all provinces in China.On the basis of that,it makes empirical analysis of the influence of local government behavior to them.And the author argues that local governments have a significant and different impact on transformation of economic development patterns from different dimensions.On one hand,local governments have significantly positive effect on innovating-development and sharing-development.On the other hand,they ignore the green-development,causing the imbalance of industrial structure and expanding gap between the urban and rural areas,and they make the scale and quality of open-development unmatched.To sum up,the key method to promote the transformation of economic development patterns is to advance quality and efficiency and to provide correct incentives.Besides,to further establish the comprehensive system of economic development in accordance with five ideas of development,local governments should improve official assessment system,explore the best scale and structure of financial revenue and expenditure,and accelerate the transformation of governmental functions to solve the social and economic problems caused by the old ways of economic development.
