Effective supply of charging infrastructure is an important move to accelerate the application popularization of new energy automobiles,promote the transformation and upgrading of automobile industry,relieve traditional energy sources and improve city environment quality.Due to the disparity of socioeconomic development level and opening degree,policy support and distribution of electro-mobile manufacturing companies,charging infrastructure in China encounters hysteresis in the aspect of supply.In addition to various causes including chaotic property relations,minor economic benefits and shortage of capital,the progress of construction and operation is rather slow.As of the Third Plenary Session of the 18 th Central Committee of the Chinese Communist Party,the Chinese government regards the reinforcement of finance as the foundation of state governance and establishes the marketization mechanism to attract investment of social capital.At the same time,it positively initiates third-party governance.In particular,the government and social capital cooperation PPP mode now proceeds in the field of charging infrastructure supply in full swing.However,most of these proposals remain in project identification and preparation stage.In spite of the obvious implementation tendency,it is still essential to explore the key influence factors of charging infrastructure PPP mode supply,analyze the game relation among all participants under all influence factors,derive the strategies of all participants in game equilibrium state due to the complex influence factors which affect the stable operation of PPP mode.Meanwhile,the thesis starts from the perspective of government,social investors and intermediary organs to propose policies and suggestions for the standardized operation of the charging infrastructure PPP mode in China and offers references to the popularization of charging infrastructure PPP mode.Through the technical route of theoretical analysis-status survey-qualitative research-game analysis-conclusion and policy suggestions,the thesis aims to firstly summarize universal charging infrastructure PPP mode frameworks from the operation practice of pilot projects and demonstration projects with deductive induction approach targeted at the participants of charging infrastructure PPP mode based on literature review;secondly finds the key influence factors of PPP mode supply through in-depth interview and grounded theory approach and constructs a corresponding research model.On this basis,it develops a research questionnaire for the key influence factors of PPP mode supply and refers to the large sample survey data of all charging infrastructure PPP project participants to observe the importance of all influence factors and the key influence factors of different groups.Pursuant to the key influence factors,the thesis sets up the evolutionary game model for intensive research,analyzes the equilibrium points and stability,and puts forward countermeasures.Finally,in combination with qualitative,quantitative and game analysis results,the thesis discusses about the policy suggestions for the normative development of charging infrastructure PPP mode in China.Main research contents in the thesis include the following six points.The first point is the conceptual definition of charging infrastructure and PPP mode.On the basis of literature review,the thesis firstly defines PPP as the means by which government public sectors conclude agreements,provide public goods,share risks and profits via the cooperation with market social associations so that all kinds of social capital could positively join in the supply of public goods and services and realize the win-win situations;The core of PPP is to introduce market mechanism in public service domain.It is not only a financing mode,but more importantly an innovative management mode and social governance mechanism which guides the innovation of concept,technology and system in economic new normal state.After illustrating the concept and classification of charging infrastructure,the thesis considers charging infrastructure as the basic industrial sector in the development of electro-mobile and the important facility that provides energy supply for the operation of electro-mobile.Secondly,the thesis discerns the participants of domestic charging infrastructure PPP mode in combination with current situation of PPP mode in charging infrastructure supply pilots,finding that there are few cross-district planning projects at present now.Most projects operate in traditional BOT mode in preliminary identification and preparation stage.In addition,most demonstration projects primarily targets at midwestern area of China.Only few projects are located in the eastern area.The thesis considers that the promotion application of PPP mode in charging infrastructure field should integrate with the development situations of specific regions.Charging infrastructure PPP mode devoid of past practices and experience is just like the ivory tower in reality.It possibly clashes with the market order during the implementation process.Afterwards,through introducing Anqing city charging infrastructure PPP demonstration projects for case analysis,it theoretically explains the key influence factors that affect project operation from the construction of cooperative environment to the support guidance of government policies and the normative participation of social capital,and offers the realistic foundation to subsequent in-depth study on the influence factors.Simultaneously,it adopts the deductive induction approach to sum up the static framework and dynamic flow of PPP mode in charging infrastructure field from the practice of pilots and demonstration PPP projects.The third point is the qualitative research of the influence factors of charging infrastructure PPP mode.The thesis adopts the qualitative research approach of grounded analysis to carry forward a qualitative analysis on the influence factors of charging infrastructure PPP mode supply.It firstly introduces raw material collection process and method,later makes specific analysis for the interview material through open-type coding,principal axis coding and selective coding flow based on the grounded theory to refine the core scope,and finally constructs charging infrastructure PPP mode supply influence factor model.It points out that economic influence factor is the backbone,government governance factor is the foundation,product service internal factor is the cooperative condition and socio-cultural environment factor is the guarantee.The fourth point is the quantitative test of the key influence factors of charging infrastructure PPP mode.On account of existing mature scales and expert consultation interview data in domestic and overseas literature reviews,the thesis combines with influence factor theoretical mode to finish the development and design of preliminary survey scale and execute pre-survey in a small scope.According to the data obtained from the pre-survey,the thesis respectively tests the reliability and validity of initial scale,corrects initial options and forms formal scale.By means of significance indicators,the thesis obtains the significance indicators and rank of charging infrastructure PPP mode influence factors of all respondents in line with questionnaire data statistics.As indicated by the results,economic factor has maximum influences on the application of PPP mode in charging infrastructure field in present stage.It is also the important sally port and critical factor to improve the mode.Meanwhile,rank anastomosis factor is utilized to further verify and observe the judgment for the importance of different participants' all influence factors.As proved by the results,there indeed exists difference between two groups of data.However,both government department interviewees and social investor interviewees fully affirm the irreplaceable influences of financial subsidies,tax preference and other economic incentive mechanism on the operation of charging infrastructure PPP mode and agree with their identity as typical key influence factors.Fifthly,the thesis fabricates the evolutionary game relation model for charging infrastructure PPP mode participants subject to key influence factors and classifies government sector actions into incentive measures and non-incentive measures and social investors into positive cooperative actions and speculative actions.It observes the equilibrium point and stability between the government and social capital participants in research cooperation.The research results demonstrate that as for government departments,they should on the one hand reinforce the punishment for social capital delinquency and on the other hand set up full life cycle financial incentive mechanism,guide social capital cooperation,increase subsidy in preliminary project stage,take economic incentive measures during project operation stage such as tax reduction and exemption,add social capital initiative and profit-making space for project participation,and encourage the benign development of PPP mode in the field of domestic charging infrastructure field.As for social capital,it should on the one hand improve corporate management level and construction efficiency,introduce advanced technologies and talents and provide guarantee for the cooperation and win-win situation of the two parties;and on the other hand strictly restrain its own behaviors during project implementation process and ensure the successful implementation of projects according to relevant PPP project regulations and rules.Finally,the thesis could propel the policy study for the normative operation of charging infrastructure PPP mode.Based on empirical analysis and game analysis results and existing problems in the operation of charging infrastructure PPP mode,the thesis starts from the perspective of government,social investors and intermediary organs to put forward policy suggestions for the normative operation of domestic charging infrastructure PPP mode.
