Financial Governance Of Multilateral Development Banks

This thesis discusses the financial governance of Multilateral Development Bank(MDB)。MDB has made important contributions to economic development and social progress,also has had a supporting effect on the global governance as a non-sovereign actor.There are four realistic conditions for the research of MDB`s financial governance.Firstly,the structure of the MDB`s system is characterized by diversity and changes;secondly,its financial governance has not only the functions of financial services and economic management,but also the social attribute;thirdly,MDB`s practice is complex,associated with the issues of global governance,international politics and climate change,etc;finally,three main factors that influence the MDB`s financial governance are concept,practice,and mechanism.Regarding to the complexity of reality,this paper don`t do the schematic or theoretical analysis.It analyzes the MDB`s financial governance with complex system thinking as the logical starting point,from the respective of considering MDB as a international financial organization.If analyzing by the principle or theory,it will be difficult to explain the complexity of MDB`s financial governance`s reality.Complex system thinking is not a theoretical model,but a way of thinking.It emphasizes the overall,dynamic condition and systematic thinking with bringing in time variables,which can help us better understand the essence and main variables of the MDB`s financial governance.Investigating the MDB based on the complex system thinking,this paper finds three variables of the financial governance,concept,practice,and mechanism.The concept is the issues of planning and design,the practice is the process of how to do that,and the mechanism is to guarantee the implementation of the concept and the operation of practice.The interaction of the three variables shapes the financial governance of MDB and turns to be its the internal cause.However,for the concept,practice,and mechanism of every MDB,they are not totally the common development consensus of international cooperation.They are different from the national circumstances,the stage of development,the development level,the elements of power on a material basis,all of which are reflected in the driving force and the will in international cooperation.Obviously,the leading countries are more capable,willing and able to promote the cooperation.Therefore,there are external factors of the MDB`s financial governance,in two aspects.The first one is the state level,emphasizing the relationship of the interaction between the state and MDB.The other one is the system level,MDB`s system is formed by the system of financial governance among MDBs within the global financial governance system.In conclusion,starting from the complexity of MDB`s financial governance`s reality,with complex system thinking as the logical starting point,this paper analyzes not only the MDB`s financial governance itself from the interior cause,but also the influence of national and international system from the exterior cause.By this paper`s research,I wish it could provide some reference and reference,for china to involve in the MDB`s development more actively and deeply,and to play a constructive role better in financial governance and global governance.
