The Research On Benign Interaction Between Industrialization And Urbanization Of Shenyang Economic Region

Industrialization is the foundation of urbanization,urbanization is the carrier and platform of industrialization,they interact and promote with each other.Industrialization and urbanization are a necessary path of modernization and an inevitable trend of economic society development.Industrialization is the engine of accelerating economic society development,the development of industrialization will effectively promote urbanization while urbanization will advance industrialization.The report of the 18 th national congress of the CPC pointed out that “promote deeply fusions of informatization and industrialization,benign interactive of industrialization and urbanization and better coordination of urbanization and modernization of agriculture''.Shenyang economic zone is Shenyang-centred and constituted of 5 prefecture-level cities as Shenyang,Anshan,Fushun,Benxi and Liaoyang,is an important national base of equipment manufacturing industry and a national optimal development zone,is an important industrial urban agglomeration in northeast China and the core area of economic development in Liaoning province,is an important bearer of “one belt and five bases” plan.Achieving benign interactive of industrialization and urbanization will greatly improve coordinated development of Shenyang economic zone,effectively expand domestic demand and promote industrial upgrading,it is of great theoretical and practical significance for revitalization of Liaoning.This paper firstly summarizes related research literatures and theories of the relationship between industrialization and urbanization;secondly,it briefly introduces the calculation method of interactive relationship of industrialization and urbanization,which is coupling model(including coupling and coordination)and principal component analysis,at the same time,establishes the index system of interaction of industrialization and urbanization in dimensions of industrial scale,industrial structure,industry efficiency,profitability,population development,economic development,infrastructure and livelihood guarantee;thirdly,on the basis of outlining the evolutional history of interactive relationship between industrialization and urbanization in Shenyang economic zone,it does an empirical analysis for comprehensive development level combined with the coupling and interactivity of industrialization and urbanization by coupling model and principal component analysis;fourthly,it discusses three different interactive modes and inner mechanisms of industrialization and urbanization,typically represented by the United States,Japan,Germany,the United Kingdom,Singapore,Latin America,Brazil,Africa,Russia,India,etc,and concludes related experiences and enlightenments for our own country;finally,it proposes suggestions of accelerating benign interactive between industrialization and urbanization in Shenyang economic zone.Conclusions of this paper:(1)Shenyang economic zone is in a transition period from mid-industrialization to late-industrialization and in an accelerated development period of urbanization,which urbanization surpasses industrialization especially from the new normal of China's economy in 2011.At the same time,Shenyang economic zone enters in the situation which the coupling degree of the interactivity between industrialization and urbanization continues to improve,and barely coordinate.(2)The development of industrialization and urbanization in Shenyang economic zone presents the characteristic of “two highs and two lows” which means high industrialization ratio,high urbanization ratio and low income,low economic growth rate coexist.(3)There are problems of the interactivity between industrialization and urbanization in Shenyang economic zone which need to be solved urgently which are the decreasing efficiency of using urban and town land,less strong industrial support,dispersed competitive industrial distribution,weak radiation ability of center cities,severe resource and environment situation.In order to realize accelerating reforms of crucial areas and key links,persist the new-type industrialization,strengthen regional cooperation,further enhance exemplary role effect of Shenyang,promote resources integration and optimal distribution,achieve the overall goal of functional complementation and misplacement development,this paper proposes suggestions that:(1)making Shenyang as an innovation center,increase capacity of region collaborative innovation;(2)making Shenyang as a regional financial center,enhance financial supporting of industrial development;(3)advance building talents teams and improve regional dynamic and competitiveness;(4)strengthen industrial supporting,promote fusion of industries and cities;(5)accelerate integration process in key areas,boost sharing elements;(6)transform government functions,innovate in institutions and mechanisms;(7)push hardest to construct Shenfu New Area etc.
