At present,China has entered a new era in which it is determined to complete the building of moderately prosperous society in all respects and build itself into a powerful modern socialist country.The problem of agriculture,rural areas and farmers as the focus of economic,how to promote the development of agricultural modernization process,set up modern agricultural production system,promoting agricultural transfer of population urbanization and the modernization of agricultural production department,to find a suitable for the situation of China fast and smooth modernization path is the key to the current economic and social development,China's construction of modernization power.Agriculture is the basis of build well-off society in an all-round way and realizing national modernization.Agricultural fiscal policy is an important means of national macroeconomic regulation and control for the development of agriculture.It is necessary to continuously explore effective forms of collective ownership of rural land,innovate ways to realize rural land property rights,advance rural land circulation,and develop appropriately scaled operations,promoting farmers to take the initiative to gather in new small towns.This paper chooses Wangzhuang Town,Jun County,Hebi City,Henan Province as a research case,which has set a new benchmark for the transformation of traditional Chinese agriculture into modern scale agriculture,and eased the contradiction between extreme agricultural dispersion and high factory intensification,developed a new road,to resettle rural populations into large modern communities through centralized population living,to achieve rapid switching of the identity of people entering the city,created a new mechanism for green and ecological agricultural industrialization full industrial chain management,which can effectively guarantee food Safety traceability,and realize the value-added of the agricultural industry chain;established a new social governance model of government guidance,enterprise-led,building a cooperation platform for diversified social governance subjects,and form a benign governance pattern of joint construction and governance.Practice of agricultural development often precedes theoretical research.Thispaper takes the practice of Wangzhuang Town,Jun County,Hebi City,Henan Province as an example,summarizing and refining the modernization realization path applicable to the current China,especially the traditional agricultural main production areas,constructing a ternary interaction mechanism: the flowing elements of land,industry and population;materialized forms of living garden,entrepreneurial park and training park;the development path of new industrialization,new urbanization and agricultural modernization;the governance system based on government,enterprise and society.The mechanism provides useful exploration for the future direction of China's agricultural reform and enriches the theoretical research of current agricultural modernization.Through the development obstacles faced by Jun County in the process of practical exploration,highlighting the problems and shortcomings of current policy and theoretical research,as a way to put forward the relevant countermeasures and suggestions for the adjustment of current agricultural fiscal policy.Innovate the mode of agricultural subsidies,reform the policy mechanism of financial support for agricultural development,establish an agricultural subsidy policy system that conforms to China's basic national conditions and adapt to international rules,and improve policy orientation and effectiveness,including the function of food production subsidies from the general increase of grain and agricultural income to encourage the upgrading of agricultural production structure.Change the way and link of transforming agricultural subsidies from “compensation supply” to the combination of “compensation supply” and “replenishment demand”.In accordance with the requirements of WTO rules,establish a “green box” policy for agricultural subsidies that have less market distortion,stronger orientation,and fair starting point,exploring agricultural subsidies.Promote China's grain enterprises to go out,actively developing and allocating international agricultural market resources,and building a global food supply and demand network in line with China's food security strategy.
