Research On Collaborative Governance Of China's Digital Economy

In recent years,with the rapid development of digital economy,new products such as robots and unmanned aerial vehicles have been upgraded continuously,and the iterative speed has become faster;new models such as e-commerce,online car-hailing,personalized customization and so on have emerged constantly,and the production and lifestyle have undergone tremendous changes;new formats such as sharing economy,cloud manufacturing,Internet finance have been developed continuously,and the digital economy is reshaping the whole social ecology.The digital economy has become an important part of the national economy.However,with the rapid development of the digital economy,problems such as privacy protection,network security,property rights protection,consumer rights protection,industry monopoly and so on are constantly emerging and amplified.The existing supervision methods can not adapt to the real governance of the digital economy.Synchronously promote the healthy development of the digital economy and maintain the market order of the digital economy development has become an urgent problem to be solved.Theoretically speaking,the traditional concept of supervision is mainly government supervision,and the means of supervision are mainly offline supervision by supervisors.It is difficult to adapt to the characteristics of fast changing digital technology,high technical barriers and strong integration and connectivity.Government supervision is facing unprecedented technical,information and cost problems.Furthermore,the digital economy has characteristics of innovative,virtual,cross-border and liquidity which urgently requires the multi-stakeholders to play their respective governance advantages and roles and jointly participate in the governance of the digital economy.From the practical point of view,firstly,the theory of collaborative governance is becoming more and more mature,and has been applied to the governance of digital economy to a certain extent;secondly,Internet governance in some developed countries started early,and achieved positive results in the practice of collaborative governance,while China is experiencing transformation of traditional government regulation.Finally,the Chinese government,enterprises and social subjects have developed to a certain level and have the ability to participate in thecollaborative governance.Therefore,whether from the perspective of theory and practice,or from the domestic and foreign status quo,it is feasible and necessary to promote the coordinated governance of China's digital economy with the model of coordinated governance.Constructing the theoretical analysis framework of digital economy collaborative governance is an important research content.Some scholars at home and abroad have tried to construct the analysis model of collaborative governance from the theoretical level.According to the existing research results,the representative analysis model is "JM model",some domestic scholars have further developed it into "relationship,interaction and collaboration model".The theoretical analysis model must be combined with the real situation so as to shine the light of theory.Considering the complexity of collaborative governance of China's digital economy,we should consider not only the collaboration between different kinds of subjects,but also the collaboration within the same subject.Therefore,the theoretical analysis model has been adapted to form a "relationship,interaction and collaboration model(revision)" with emphasis on the important element of subject collaboration,which is used as a theoretical framework to guide the construction of China's digital economy collaborative governance system.The collaborative governance system of digital economy mainly includes relationship collaboration,subject collaboration and mechanism collaboration.First one is relationship collaboration,which is the prerequisite for achieving collaboration governance.To achieve the goal of collaboration,we should promote the development of digital economy,enhance the ability of governance,and enhance people's well-being as the goal of collaboration;to achieve the concept of collaboration,we should insist on people-centered,the rule of law and scientificity;to clarify the principle of collaboration,both to encourage innovation,but also prudent tolerance;both emphasis on self-discipline,but also adhere to baseline.Second one is subject collaboration,which is the key element for achieving collaboration governance.It is necessary to clarify the roles of the government,enterprises and society in the governance of digital economy so as to give full play to the leading role of the government,the autonomy of enterprises and the co-governance role of the society.It is also important to collaborate between different subjects and within a same type of subject.The last one is mechanism synergy,which is the guarantee for achievingcollaboration governance.According to Emerson's unified model of collaborative governance,the mechanism of collaborative governance of digital economy mainly includes the establishment of the collaborative mechanism of digital economic law and rule system,the mechanism of information disclosure and sharing among multiple subjects,the mechanism of coordination and balance of interests among multiple subjects,the mechanism of application of big data technology means,and the mechanism of international cooperation and governance.Of course,the digital economy and collaborative governance is a new and developing research topic.To promote the research of digital economy governance,we should further improve the statistical system of digital economy and clarify the scope and calculation basis.In addition,it is necessary to establish an evaluation index system of digital economic collaborative governance,which provides a standard for the evaluation of the effect of collaborative governance.
