Research On Corruption Problem Of Chinese Enterprises Participating In The Overseas Investment Of "Belt And Road"

Chinese enterprises to participate in the "One Belt and One Road" overseas investment is to support the country opening to the outside strategy and the promotion of international trade,especially the inevitable requirement of regional economic development and cooperation.Effective governance corruption of the operation of Chinese enterprises overseas investment risks and related to the "One Belt and One Road" line stability,cooperation and national economic security problem,has highlighted importance and urgency.In view of this,this article chooses Chinese enterprises to participate in the "One Belt and One Road" overseas investment corruption and governance as a research theme from the perspective of public finance Chinese enterprises,especially state-owned enterprises in overseas investment management activities and how to through the risk of corruption in public policy innovation effective governance such corruption.This paper mainly uses normative analysis and empirical analysis on the research methods of combining specific application to the statistical analysis,model analysis and quantitative analysis,comparative analysis and interview survey tools or strategies,abide by the of the understanding of the logic framework of "total-points" around the thesis research topic,research content and main findings are as follows:First of all,combing analysis of Chinese enterprises to participate in the "One Belt and One Road" all the way overseas investment corruption as a whole.Involving Chinese enterprises to participate in the "One Belt and One Road" the overall situation of overseas investment current situation,the causes of corruption,corruption and harm.In recent years,Chinese companies in the "One Belt and One Road" all the way along the investment to maintain rapid growth,but also exposed some problem that need not allow to ignore,such as investment concentration,single financing channel,more domestic lending and unfamiliar business environment,the confusion of commission and agency fee,vicious competition,especially for market-based strategies tend to be heavier,corruption.From the form of corruption,there are mainly foreign intrusive corruption of government officials and intrusive corruption of government officials and foreign domestic enterprises bundled corruption and Chinese enterprises endogenous corruption.Secondly,analysis of Chinese enterprises to participate in the "One Belt and One Road" overseas investment in the causes of corruption.From the perspective of the investment motive among many investment motivation,market seeking model,resource model and relational three kinds of foreign direct investment motivation for China in the "area" all the way along the country has a significant impact to carry out investment activities.Relational outward foreign direct investment in line with the concept of "looking for a relationship" in the overseas investment activities,is losses.Corruption,therefore,for China's capital safety including state-owned assets,foreign exchange reserves,such as public financial security poses a serious threat.Finally,put forward to Chinese enterprises to participate in the "One Belt and One Road" overseas investment in the corruption of countermeasures,namely the construction of the corruption prevention and control system.First is that the government and related institutions shall improve the Chinese enterprises to participate in the "One Belt and One Road" corruption risk prevention and controlsystem,especially to speed up the corruption in view of the overseas investment of national legislation,build system of overseas investment state patrol,the supervision of the extension,as well as the audit extension system,qualitative on corruption from the laws and institutions,and clarify the relevant process and punishment basis.In view of the vicious competition between Chinese enterprise,also should establish overseas investment arbitration system.Second is to strengthen the Chinese enterprises to participate in the "One Belt and One Road" overseas investment risk prevention and control of corruption mechanism construction,realize the government,enterprises and non-governmental organizations and other multilateral force cooperation,including strengthening the internal supervisory monitoring mechanism of overseas investment projects and promote information sharing and collaborative working mechanism against corruption,etc.Third is to promote the "neighbourhood" all the way along the route between the national government communication and dialogue,promote legal docking,these countries establish a mechanism for the international anti-corruption cooperation.
