| Industrial agglomeration is a powerful engine for economic growth and social development.Academics have confirmed the correlation and causality between industrial agglomeration and various economic and social development variables(economic growth,social welfare,transnational tax policy,regional disparity,international trade,etc.)through theoretical deduction and quantitative empirical methods,and confirmed that industrial agglomeration can enhance factor productivity,promote innovation,narrow the regional income gap,etc.Since industrial agglomeration plays an important role in promoting economic and social development,it has always been the focus of academia and policy makers to explore the driving factors of industrial agglomeration and to control it effectively.The early explanatory theory of driving factors of industrial agglomeration relied on the neoclassical economic paradigm and the traditional economic geography paradigm of "exogenous determinism of geographical factors endowment".By the end of the 20 th century,the "dynamic endogenous evolution theory of factors" based on the new economic geography paradigm was established,and people began to study the problem of industrial agglomeration based on the method of dynamic equilibrium evolution,and the research level reached a new height.After entering the 21 st century,the theory of industrial agglomeration has gradually introduced the idea of institutional economics,and began to pay attention to the role and role of the government in the process of industrial agglomeration.With the deepening understanding of the formation mechanism of industrial agglomeration,academia began to classify industrial agglomeration in detail based on the heterogeneity of different types of industrial agglomeration.At the beginning,industrial agglomeration is a broad concept,that is,there is no distinction between different industries.Subsequently,the industrial agglomeration,manufacturing agglomeration and the production service industry agglomeration which are most closely related to the development of industrial industry are gradually subdivided,and the synergistic agglomeration between industrial industry and service industry is further subdivided.Under the broad concept of "industrial agglomeration",the academic circles have studied the driving factors of various sub-types of agglomeration to varying degrees,and have achieved rich research results.However,on the discussion of the role of government in the process of industrial agglomeration,the domestic and foreign literatures are mainly based on the analytical framework of New Economic Geography,taking government and policy factors as exogenous variables or environmental factors,and the analysis of the impact of government financial system,especially the fiscal decentralization of government on industrial agglomeration.is quite weak.This is obviously not enough for our country,which is in the transitional period and has a prominent position in government finance.After more than 30 years of rapid growth,China's economy has entered a new normal stage of development.In this historical period,the 19 th National Congress of the Communist Party of China has put forward the requirements for the development of China's economy to a higher quality.In the process of achieving this goal,the government financial system,especially the fiscal decentralization among governments,plays an important role.From the perspective of the development of industrial agglomeration economy in China,the discussion of the influence of government financial system,especially the decentralization of government financial power,on industrial agglomeration in China is helpful to give full play to the basic and important supporting role of government finance in the process of industrial agglomeration in China and to enhance the the explanatory power and policy guidance ability of existing industrial agglomeration theory on industrial agglomeration in China.Therefore,based on the perspective of fiscal decentralization,this paper studies the role played by the Chinese government in the process of developing industrial agglomeration economy,accelerating the coordinated development of manufacturing and service industries,promoting the transformation of production-oriented manufacturing to service-oriented manufacturing,and promoting the "high-quality development" of industry.On the basis of provincial panel data and prefecture-level city panel data,this paper reveals the objective impact of "fiscal decentralization of local governments at different levels" and "fiscal decentralization of local governments and higher-level governments" on industrial agglomeration in China,and analyzes the feasibility of being the "regulating valve" during the spatial reconstruction and "high-quality development" of industrial agglomeration.This paper studies the influence mechanism of government fiscal decentralization on industrial agglomeration,and demonstrates the objective existence of these mechanisms by using provincial panel data and prefecture-level city panel data.It enriches the weaker links in the existing theories of industrial agglomeration driving factors and extends the existing theories of industrial agglomeration driving factors.A useful attempt was made.The purpose of this paper is to enhance the explanatory and instructive power of the theory of industrial agglomeration to the phenomena of industrial agglomeration in China,and to provide practical guidance for the government-led manufacturing agglomeration,producer services agglomeration,the co-agglomeration of the two industries and the "high-quality agglomeration" of the industry under the new normal economic situation in China.This paper contains 6 chapters:Chapter 1: this chapter is the introduction of this article.First of all,the author explains the background and significance of the topic in this chapter.Secondly,the author reviews the existing research results on the driving factors of industrial agglomeration both domesticly and abroad,and draws the main conclusion that the rich research results have laid a good foundation for this study,and played an important role in guiding and enlightening.At the same time,the author finds that up to now,the research on the role of government in the process of industrial agglomeration in China is still insufficient,especially on the systemic research on the role and impact of the fiscal decentralization system of government on industrial agglomeration in China,and lacks the support of theoretical mechanism analysis and empirical research.In view of this,the author identifies the specific research issues in this paper,aiming to analyze the relationship between industrial agglomeration and fiscal decentralization in China from multiple perspectives,including:(1)the relationship between fiscal decentralization and manufacturing agglomeration in China;(2)the relationship between fiscal decentralization and producer services agglomeration in China The relationship between them;(3)Discuss the relationship between the government fiscal decentralization and the synergistic agglomeration of China's manufacturing industry and producer services;(4)Discuss the relationship between the government fiscal decentralization and China's industrial "high quality" agglomeration.Thirdly,according to the specific research issues,the author clarifies the specific research ideas,research content and research methods.Finally,the author summarizes the innovation and shortcomings of this paper.Chapter 2: On the basis of Chapter 1,the author defines the key concepts and measurement indicators of fiscal decentralization and industrial agglomeration in the following chapters,and draws a clear and unified boundary for the theoretical and empirical research in the following chapters.Specifically speaking:(1)From the perspective of industrial agglomeration,the author uses the location entropy index widely used in the existing research as the measurement index of manufacturing agglomeration,producer services agglomeration,manufacturing and producer services synergy agglomeration;at the same time,according to the relevant research,the author tries to be more comprehensive and systematic.From the angle of view,this paper designs a new index to measure the "high-quality" agglomeration of local industries in China;(2)From the perspective of fiscal decentralization,according to the relevant literature,the author further subdivides fiscal decentralization into "fiscal decentralization of local governments at different levels" and "fiscal decentralization of local governments and governments at higher levels"."Fiscal Decentralization of Local Governments at Different Levels" describes the division of financial and expenditure responsibilities among different levels of local governments,and the analysis perspective falls within the "internal" of local governments: taking provinces and autonomous regions as an example,there are provinciallevel governments,prefectural-level municipal-level governments and district and county governments at the same time in provincial and autonomous regions.The government,the fiscal decentralization of local governments at different levels,describes the ratio of the financial and expenditure responsibilities of the lower level governments(i.e.prefecture-level and lowerlevel governments)in the province to the total financial and expenditure responsibilities of the whole province;and the fiscal decentralization of local governments and higher-level governments describes the local governments.As a "whole")and its superior governments in the division of fiscal revenue and expenditure responsibilities,the analysis of the perspective falls between the local government and its superior governments,the relationship between local governments: the same as the provinces and autonomous regions,for example,"local governments and superior governments fiscal decentralization" emphasized the provincial and regional governments(as a "whole")and the middle.The division of responsibilities between the central government and the governments of all provinces and regions.In addition,as this paper aims to use the theory of fiscal decentralization to explain the phenomenon of industrial agglomeration in China,so the author also combs and reviews the basic theoretical framework of fiscal decentralization in this chapter,laying a solid theoretical foundation for the follow-up chapters.Chapter 3: The author analyzes the relationship between the fiscal decentralization of local governments at different levels and manufacturing agglomeration,producer services agglomeration,manufacturing and producer services synergy agglomeration in China theoretically.Based on the provincial panel data,the author also analyzes the fiscal decentralization of local governments at different levels in China.The empirical test of the relationship between right and industrial agglomeration proves the objective existence of the influence mechanism of "fiscal decentralization at different local levels" on industrial agglomeration(including manufacturing agglomeration,producer services agglomeration,manufacturing and producer services synergy).Through theoretical analysis and empirical test,the main conclusions of this chapter are as follows: from the perspective of fiscal decentralization of local governments at different levels,the higher the financial and expenditure responsibilities of local governments at lower levels,the more conducive to local manufacturing agglomeration level,producer services agglomeration level,manufacturing and producer services Consortium With the improvement of agglomeration level.Chapter 4: In this chapter,the author analyzes the relationship between the fiscal decentralization between local government and higher government and the agglomeration of manufacturing industry,producer services,manufacturing industry and producer services in China from a theoretical perspective.Based on the panel data of prefecture-level cities,the author also analyzes the relationship between local government and higher-level governments in China.The empirical test of the relationship between fiscal decentralization and industrial agglomeration proves the objective existence of the impact mechanism of fiscal decentralization between local governments and higher governments on industrial agglomeration(including manufacturing agglomeration,producer services agglomeration,manufacturing and producer services synergy).Through theoretical analysis and empirical test,the main conclusions of this chapter are as follows: from the perspective of fiscal decentralization between local governments and higher levels of government,fiscal decentralization between local governments and higher levels of government can significantly promote local governments to promote local manufacturing agglomeration and producer services agglomeration,and this The magnitude of the pulling effect will also be affected by the "regulatory role" of the macro-Industrial structure of the local environment.On the other hand,the level of synergistic agglomeration between manufacturing industry and producer services is also affected by the fiscal decentralization between local governments and higher governments.When the level of local manufacturing agglomeration is the magnitude of the impact will be affected by the local macro-Industrial structure environment of the "regulatory role".Chapter 5: In this chapter,the author tries to measure the "high-quality" agglomeration level of local industries in China from a more systematic and comprehensive perspective,and theoretically analyzes the impact mechanism of "fiscal decentralization between local governments and higher governments" on the "high-quality" agglomeration level of local industries in China,and based on the data of prefecture-level city panel.This paper empirically tests the relationship between the fiscal decentralization between local governments and higher governments and the "high quality" agglomeration level of local industries,and proves the objective existence of the influence mechanism of the "fiscal decentralization" between local governments and higher governments on the "high quality" agglomeration of local industries.Through theoretical analysis and empirical test,the main conclusion of this chapter is that the degree of fiscal decentralization between local governments and higher governments has a significant positive impact on the level of "high quality agglomeration" of local industries in China.At the same time,the factors that have positive effects on the "high quality agglomeration" level of local industries in China include the diversification of producer services,the level of human capital and the level of foreign capital utilization;the factors that have significant negative effects include the level of local financial development,the level of government financial expenditure,and the level of infrastructure construction.Chapter 6: This chapter is a summary of the full text,the author in this chapter for the further development of China's industrial agglomeration economy provides policy recommendations based on the perspective of government fiscal decentralization.In the process of adjusting the development of industrial agglomeration and promoting the "high quality" industrial agglomeration,the central government or provincial government can make full use of the traditional "grasps" of promoting the industrial agglomeration level,such as guiding local governments to expand opening up,providing tax preferences,and improving the level of public services.Fiscal decentralization among governments at higher levels and fiscal decentralization between local governments and governments at higher levels play a moderating role.The main conclusions of this paper are as follows:(1)From the perspective of "fiscal decentralization at different levels of local governments",the promotion of financial and expenditure responsibilities of middle and lower levels of government in a region can significantly enhance the level of manufacturing agglomeration,the level of producer services agglomeration and the synergy of the two.Level.(2)From the perspective of fiscal decentralization between local government and higher government,fiscal decentralization between local government and higher government can significantly promote the local government to promote the level of manufacturing agglomeration and producer services agglomeration,and the magnitude of this pulling effect will also be affected by the local macrolevel.The "moderating effect" of the industrial structure environment.In addition,the level of synergistic agglomeration between manufacturing and producer services will also be affected by the fiscal decentralization between local governments and higher governments.When the level of local manufacturing agglomeration is higher than that of producer services,the impact is negative,while the level of local manufacturing agglomeration is lower than that
