Abstract/Summary:
Diplomacy plays a much larger role in constructing the threat environment of states than the international relations literature has recognized. Within individual crises, diplomatic exchanges between adversaries behind closed doors often convey critical information. This dissertation demonstrates systematic relationships between specific aspects of international and domestic contexts in which statements are made and the information these statements convey to adversaries. Threats, in particular, are also shown to have long lasting effects on the foreign policy choices of threatened states.
