Abstract/Summary:
The proposed model was constructed to calculate the fiscal impact of development on the budget of local municipalities. The model simulates the future fiscal conditions of a jurisdiction as population, housing and employment growth scenarios change. The model is designed to evaluate the fiscal impact of comprehensive land use policies, project-specific land uses, and alternative budgetary policies. The model employs localized multipliers, allocation factors, and distribution parameters that allow for a more accurate calculation of the fiscal impact of specific land uses. The proposed model was evaluated in Kansas, Maryland, Virginia, and the District of Columbia.
